Regulatory Compliance Lead

Responsibilities
• Oversee, Monitors and Manages Compliance issues
• Helps develop Project Quality Plans, Manuals, and Procedures in compliance with requirements
• Plans, develops, and conducts Internal BPXA PRP Compliance Audits and Assessments
• Plans develop and conducts external PRP Compliance Audits and Assessments
• Identifies issues and participates in Project Lessons Learned and Knowledge Management
• Negotiates schedules with Regulators to respond to information requests in a timely manner
• Plans and conducts compliance orientation/training(s)
• Compliance Lead for working regulatory requirement issues
• Integrates Project Management and Technical Assurance Compliance requirements into Projects

Experience & Knowledge
• Multitasking effectively: Challenge is developing Compliance and Project Planning and Execution Systems and Processes while executing multiple fast track projects.
• Ensuring Compliance issues are solved in a positive manner between the various internal and external stakeholders, while meeting Project Cost and Schedule objectives.
Influencing vendors, suppliers, and fabricators through educating and training to increase their Compliance performance in a highly-regulated environment.
Planning and executing compliance and technical assurance requirements at the onset of a project enables:
• Clear identification of key project records for streamlined documentation for successful stage-gate progression, project closeout and lessons learned/knowledge management
• Fit-for-purpose internal and external audit preparation and effectiveness
• Effective project closeout documentation for project planning efforts, fabrication and construction records
• Assurance of project construction turnover documentation in compliance with BPXA GOC requirements.
• Due-diligence project documentation for external regulatory audit success.
Skills/Behaviours
Desired Skills and Experience (years and nature):
• Direct North Slope regulatory compliance experience in U.S. DOT-PHMSA jurisdictional pipelines and State of Alaska ADEC jurisdictional pipelines
• Regulatory professional with 10 to 15 years working in the pipeline safety and environmental compliance field
• A thorough knowledge of a Regulatory Agencies including, DOT, ADEC, ADNR, EPA, OSHA…
• Experience Regulatory Auditor with at least 5 years industry experience
• Experience Regulatory Professional using Audit and Quality tools/techniques for Continuous improvement
• Advanced technical writing and editing skills and meeting presentation
• Advanced proficiency with MS Office, PowerPoint, Excel, Outlook and Adobe Acrobat
• Excellent communication and networking skills
• Ability to work within a team and on your own initiative
• Working knowledge of electronic procurement, work order, document control, compliance tracking, and project knowledge management systems
• Working knowledge of engineering drawings, GIS, oil and gas industry codes and standards, and site technical practices
• High degree of organization and ability to meet deadlines
• Working knowledge of procurement, quality control, quality assurance, project controls, fabrication and construction systems
• Ability to participate in incident investigations and assist in preparation of audit or incident reports.
• Regulatory Knowledge (20+ years)

Educational background:
• Certified Project Management Professional (PMP)

• 4-year college degree in related technical field

• Local Candidates Preferred
