Required Skills: Typically requires a Bachelors degree in Health and Safety Engineering or related discipline with a minimum of 10 years of related experience; Masters degree in similar disciplines with a minimum of 8 years of related experience; or PhD in similar disciplines with a minimum of 2 years related experience. Advanced knowledge of construction safety and the applicable industry and/or academic practices and standards in Cal-OSHA regulations with an emphasis in Construction Safety, Federal OSHA and local regulations, and General Industry Orders. Extensive understanding and wide application of advanced principles, theories, concepts and techniques in developing and implementing construction safety programs such as: Asbestos and lead abatement, fall protection, excavation, mobile crane/hoists, scaffolds, electrical safety, confined space entry, incident investigation/reporting, and review and approval of environmental health and safety work plans for construction related projects. Must be able to read and understand design drawings; and assess hazards and provide solutions. Be knowledgeable in aspects of construction safety, code interpretation and applications, review and approval of facility drawings and specifications, identification and abatement of hazards, and incident investigation and reporting. Must have excellent communication, interpersonal, presentation, and team-building skills. Demonstrated team leadership, initiative, sound judgment and follow through on assignments. Must be able to perform construction site audits/inspections and extensive daily walking that may include uneven terrain and climbing ladders. Familiar with Microsoft Office Suite.
Desired Skills: Advanced knowledge of applicable Laboratory policies and procedures, NASA policies and procedures, and government regulations. Construction Safety Class or equivalent within the last 2 years. Good working knowledge in: Regulatory Compliance, Construction Safety Orders, and General Industry Safety Orders. Ability, desire, and flexibility to take on assignments outside area of expertise. Good computer skills in MS Word, Excel, PowerPoint, Access, Project, and Outlook.
Will: Be a member of the Construction Safety Group and report to the Construction Safety Group Supervisor in the Occupational Safety Program Office. Will be responsible for all interpretation, compliance and recommendation of solutions to assure compliance with federal, state and local laws, regulations, and orders as they apply to environmental, health and safety regulations/compliance requirements for construction safety. Develop and present safety program training as needed. Will represent Safety organization at pre-construction meetings and highlight/identify potential key hazards for JPL, perform health and safety job site audits, issue reports, suggest and implement corrective actions, and work with field personnel to develop solutions. Review contractor site safety plans, IIPP and related compliance programs. Will cross-train in other areas of safety and all other duties that may be assigned. May need to flex work schedule on occasion to accommodate construction schedule.
Prepare and implement models of exposure or human risk assessment . Make recommendations to workplace changes to ensure compliance. Provide assessment of chemical, toxicological, and health data for hazardous substances. Apply knowledge, capabilities and practice associated with NASA, Federal, and State OSHA health and safety regulations, policies and procedures used to develop and implement mishap, health and safety prevention practices, and measures in all work places. Identify hazardous workplace conditions and takes preliminary samples and measurements of hazardous forces; remove hazards and/or protect employees by revising work procedures, work stations and training or requiring use of protective clothing and personal protective equipment.
Apply advanced knowledge of existing health and safety, procedures, and practices consistent with established JPL and local, State and Federal regulations to answer highly complex safety and health questions and resolve issues. Independently consults with and answers a wide range of highly complex employee questions pertaining to applicable regulations. Analyze and assesses potential health hazard; completes required documentation. Reviews, analyzes and makes independent recommendations regarding construction safety. Uses advanced knowledge of applicable regulations to prepare documentation for regulatory agencies and ensures compliance. Performs complex and wide-ranging job functions and activities across disciplines. Actions and decisions may have a significant impact on a multifunctional organization resulting from regulatory required processes or methods and the Organizations ability to achieve major project objectives in meeting customers’ needs/requirements. May Mentor and coach others internal and external to organization. Regular use of creativity and innovation to address critical issues. Analysis of situation or data requires identification, review and interpretation of highly complex factors as well as decisions as to policies, procedures and practices. Exercises discretion and independent judgment in evaluating potential approaches and solutions to critical problems and determining appropriate resolutions. Interactions normally involve presenting, validating and analyzing complex information with customers, vendors, and staff. Initiates interaction with colleagues or functional partners outside own organization on a frequent basis.
