Acquisition Analyst
Position provides full-time dedicated support to the Director for Acquisition, Missile Defense Agency (MDA) in Huntsville, AL.
MDA/DAP develops acquisition policy and processes for Agency procurements, develops direction and guidance for the Ballistic Missile Defense System (BMDS). Provides direct program and acquisition assistance to BMDS element program managers, functional leads, and program office staff to comply with direction/guidance. Assesses performance of programs against direction. Supports the MDA Director’s acquisition policy with execution support focusing on acquisition products and developing strategies to successfully develop and deliver the BMDS. Supports the Director for Acquisition as the DA lead for the support of the BMDS Element Acquisition Strategies.
Duties & Responsibilities:
Position requires acquisition support for several major areas to include:
· Implement MDA acquisition guidance and support acquisition planning and BMDS program integration;
· Support preparation of planning documents to coordinate integrated acquisition strategies within the BMDS;
· Support the development of MDA-specific acquisition policy (MDA Directive and Instruction) and process (MDA Manuals);
· Review and support analysis on various acquisition documents and products;
· Prepare BMDS acquisition documentation and support executive-level decision papers;
· Prepare and staff DA actions for functional and technical review and comment; perform internal and external Agency coordination and reporting;
· Provide consultation and surge support to BMDS program offices; support preparation of acquisition strategies, Request For Proposals (RFPs); Foreign Military Sales (FMS) issues, etc.
· Support the preparation and execution of executive-level Acquisition Strategy Panels and Boards, BMDS and BMDS component Single Acquisition Management Plans (SAMP), program acquisition baseline reviews, acquisition lifecycle phase reviews; and other acquisition documentation and reviews;
· Develop and prepare acquisition documentation to support: activities to plan, coordinate and execute reviews of acquisition policy and documentation; daily, weekly, and monthly status updates and reports; and activities to develop and manage electronic tools used to create, store, retrieve and manage documents;
Requirements:
· Knowledge of system acquisition concepts, theories, principles, and standards;
· Experience with weapon system acquisition programs highly desirable;
· Working knowledge of applicable Department of Defense (DoD) acquisition directives to support the development of BMDS acquisition policy, plans, processes, procedures, and guidance for BMDS development and fielding desirable;
· Experience in DoD ACAT programs, program management, acquisition concepts and assessments desirable;
· Experience in FMS programs desirable;
· Familiarity with acquisition program baseline management desirable;
· Working knowledge of capability based acquisition; experience with Acquisition Strategy Panels and/or Boards and acquisition baselines are desired;
· Possess ability to support the evaluation of contract performance against the program baselines;
· Staff action officer experience required to understand and anticipate requirements desirable;
· Experience in developing implementing/operating instructions, directives, plans and policy documents;
· Experience in one or more program offices desirable;
· DoD level-1 acquisition certification (Program Management (PM) highly desirable, System Planning, Research, Development & Engineering (SPRDE), Contracting or other certification desirable);
· Experience w/scheduling processes and tools and other information technology tools and applications suitable to support acquisition and program management planning
· Written and oral communication skills;
· Current Secret Security Clearance Required.
