Army Financial Management SME (003729:CAP)

Perot Systes is seeking an Army Financial Management subject matter expert (SME) to be the  functional expert on IOL/RMT deployed functionality: system administration, funds control and distribution, budget execution, manpower and reports. Responsibilities as a Army Financial Management SME include the following: liaison between Area of Operations, Headquarters and ARCENT using the applications, coordination/reporting with/to the IMCOM, providing on-site/off-site functional support, conducting data analysis, and performing daily reconciliations to Army systems of record (STANFINS/ODS and PBAS). Candidates will be working primarily in Kuwait or Qatar, but may be required to perform work in Iraq and Afghanistan, which have been designated by the United States Department of State as hazardous duty posts.

The position noted above requires access to classified information; applicants selected must have an active SECRET clearance. The candidates will be required to attend training and pass medical screening in Ft. Benning, GA
Education
Requires a Bachelors degree or equivalent, preferably 24 hours or more in accounting.
Experience
Overall experience of 10 years; 3-4 years of STANFINS and/or Army financial management experience. Skills normally found in a U.S. Army Budget Analyst, GS12 level or above, i.e. ability to structure and execute a garrison budget IAW DFAS and IMCOM regulations. Ability to reconcile IOL with STANFINS. Ability to correct problem disbursements and obligations. Good verbal and written presentation skills.
Specific Skills
* Proficiency in Department of the Army programming, budgeting, financial execution or accounting
* Proficiency with DoD’s PPBE system
* Understanding if the U.S. Army’s Account Management Structure (AMS)
* Experience using ODS

* Prior STANFINS experience
* CDFM or CGFM certification
* Prior dbCAS experience
* Prior Army managerial accounting experience
* Prior experience using RMT, EOL, IOL or RSW OnLine
