About the Job

Position Summary:
 
This position is responsible for the management and administration of contract and subcontract activity focused on providing Goods and Services in the aerospace/defense environment in support of the Light Utility Helicopter program for the U.S. Army. 
 
The successful candidate must be able to demonstrate knowledge of the FAR and DFARS; have a solid understanding of DOD contracting methods, have experience working on proposals associated with U.S. Government requirements; have hands on experience or familiarity in pricing Time & Materials, Cost Reimbursement and Firm Fixed Price type contracts; be familiar with the U.S. Government proposal review processes, cost allowability and auditing procedures; have familiarity with the process of analyzing complex Requests For Proposals (RFP) and provided support for negotiations; have the ability to examine detailed costs determining if labor hours and materials are fair and reasonable; maintain orderly files and documentation; and have the ability to multitask and have strong capabilities with Microsoft Office products.
 
The successful candidate should have an understanding of Earned Value Management and the impacts that cost and schedule have on a Program. The successful candidate must have a detailed understanding of Data Reporting requirements. The successful candidate will support the Business & Contracts Manager on all business and contractual matters relating to Programs assigned to the Huntsville office. 
 
The successful candidate should be a team player, willing to go the extra mile to assure that projects are completed accurately and in a timely manner. It is essential that the candidate have a high level of integrity and an ability to work with others as part of a team, as well as an understanding of the importance of protecting the interests of the company while also assuring customer satisfaction. Actions will not be limited to business specific functions. Candidate will have superior communications skills, both written and oral, in order to effectively interact with a wide array of customers at all levels of seniority.


Position Responsibilities:
 
  • Interact daily and effectively communicate with program leadership, program managers, government personnel, prime contractors, and subcontractors on a variety of contract and subcontract issues.
  • Administer complex contractual and proposal activities for predominantly DOD contracts.
  • Identify and effectively resolve contract and proposal issues, bid strategy, risk areas, and implications of emerging contractual issues.
  • Support  the LUH Program Configuration Control Board (CCB) to perform contract, cost and schedule impact analysis and to establish procedures for changes presented to the CCB
  • Draft clear and concise agreements, such as teaming agreements, consulting agreements, non-disclosure agreements, proposals, purchase orders, contracts and subcontracts for Business Manager approval.
  • Effectively review contracts, subcontracts, modifications, bids, and invoices for content and accuracy.
  • Execute contractual business related documents with Limited Authority (up to $500,000).
  • Execute contractual business related documents in excess of $500,000 with concurrence of LUH Business & Contracts Manager and the EADS North America Vice President of Contracts and the LUH Program Manager.
  • Support contract/subcontract inspections and audits.
  • Process contract/subcontract closeouts.
  • Maintain orderly and complete contractual documentation, to include data reporting;
  • Maintain accurate contractual documentation in the contracts database.
  • Track and deliver Data Item Deliverables.
  • Provide Cost and Data Reporting (CSDR) information as required by contract and DOD policies and procedures.
  • Represent the Business & Contracts Manager in his absence.
  • Perform other duties as need to support the program and/or business as directed by the Business and Contracts Manager.

Position Requirements:
 
The ideal candidate will have five(5) to seven (7)years of experience with Department of Defense Contracting either in the Government or Private industry   At least three (3) years of direct acquisition experience with an emphasis in contract negotiation, placement and management. Knowledge of Cost Point desirable with proficiency in use of MS Office software products.
 
A BS/BA Degree in an associated discipline. Candidate selected must be able to meet the eligibility requirements for obtaining a US security clearance. Some travel required.


Decision Making:
 
Incumbent will make recommendations to the Business & Contracts Manager, who has delegated authority to sign business and contractual documents obligating EADS North America funds, as such the incumbent must have the business acumen and contract knowledge to make appropriate decisions prior to recommending the Business & Contracts Manager sign these documents. 

The ideal candidate must be able to weigh issues relating to the business operations of all Programs assigned to the Huntsville Office and to render decisions that will benefit the company contractually and financially. The ideal candidate must be able to analyze Program business related issues and make accurate and well thought out recommendations to the Business & Contracts Manager.
