Job Description
The PCAOB has a full-time, regular position for an Assistant Director, Software Development in the Office of Information Technology (OIT) in its Dulles office. This position reports to the Deputy Director, Development and is responsible for all software development services for the PCAOB. The Assistant Director, Software Development manages a team of software engineers and consultants maintaining the full range of applications necessary to support the enterprise. Applications range from PeopleSoft ERP (HR, Payroll, etc.) to industry specific solutions (e.g., Trial Director, Summation, etc.), to custom built applications. The incumbent is responsible for providing vision and leadership necessary to deliver assigned development projects on-time/on-budget.
The Assistant Director is expected to lead by example as well as partner with OIT peers and business owners in fulfilling the PCAOB’s technology needs.
Technology Environment
Our technical environment includes the following platforms and software: Windows Server 2003, Windows XP, SQLServer 2005/2008, MicroStrategy 8.1, Informatica 8.5, MOSS 2007, PeopleSoft 9, .Net 3.0, Java, C#, and ASP along with a variety of domain specific COTS applications (e.g. Summation, Practice Manager, and Microsoft Dynamics GP). The PCAOB operates a centrally managed technology environment consisting of virtualized Microsoft Windows Servers; Altiris based Windows XP desktop\mobile management, a converged Cisco voice\data network, an EMC SAN storage infrastructure; and a layered security infrastructure supporting a significant mobile workforce. Additionally, the PCAOB operates a mixed COTS\custom application development environment utilizing .Net & Java.
Responsibilities
· Manages a team of 6+ employees and a varying number of consultants, in the provision of software analysis, design, and construction services for new initiatives, enhancements and maintenance changes to existing systems.
· Collaborates with both upstream entities (project managers and customer representatives) on project definition and assessment, and downstream entities (Quality Assurance, Security, Network, and Support Operations) on the production implementation and transition to support control of completed software products.
· Executes development phase and coordinates with QA and Support Operations on the test and implementation phases of the Program Management Methodology (PMM) for in-house development projects/programs.
· Oversees development staff participation in either leading or supporting roles (application circumstances will dictate) and manages vendor relationship for vendor provided solutions.
· Prepares staffing/resource plans to support all assigned projects/programs.
· Identifies and resolves resource gaps and contentions among all projects assigned to the department.
· Participates as part of the management team in maturing development processes, practices and procedures in support of the Program Management Methodology (PMM) which governs delivery of all software support services.
· Budget-Related:
o Manage the development portion of assigned project/program budget and sees to the professional development of all software engineers.
o Manages project/program forecasts to ensure expenditures are in line with forecasts and that all variances are properly managed and reported.
o Supervises and may directly manage vendor relationships for outsourced/off-the-shelf solutions.
o Supervises the proper recording of time and labor expenses for both development staff and assigned vendor personnel.
· Models personal initiative, risk-taking behavior and leadership qualities appropriate for a dynamic environment.
Qualifications
· Bachelor’s degree in computer science, business administration, or relevant technical discipline.
· Minimum of 10 years of progressive information technology experience in successful, fast-paced environments.
· Must have minimum of 5 years management experience in software development organizations.
· Experience should reflect broad business application experience spanning traditional enterprise application platforms with specific strengths and expertise in Business Intelligence and Data Warehousing.
· Must have hands-on experience with leading software applications and technologies to include: Business Intelligence (SQL Server Reporting, MicroStrategy), Informatica, MS SQLServer, .NET, IIS, etc.
· Experience with industry specific applications (Trial Director, Summation, Case Management, etc.) and ERP (PeopleSoft, Oracle) is a plus.
· Experience managing onshore outsourced development projects required.
· Experience with both Agile and traditional, structured software development methodologies required.
· Demonstrable grade appropriate initiative, leadership, and risk mitigation expertise.
· Exceptional work ethic and personal accountability required.
· Solid verbal and written communication skills to effectively interface with OIT peers and instill confidence in our business partners.
· Must demonstrate expertise with MS Excel, PowerPoint and Project (or other project planning/tracking tool).
