Job Description
The Enrollment Assister will play a key role in the Center for Medicaid and Medicare Services’ (CMS) efforts to provide affordable healthcare options to the general population. The Assister will conduct face-to-face outreach and enrollment services to beneficiaries in group and individual meetings, providing assistance for enrolling in a qualified health plan. He/she will be trained on the basics of the health plan options, eligibility for plans and how to assist customers with enrolling in the plans. Depending on State of residence, State law may require he/she complete additional State registration, certifications and background checks prior to performing any job duties.

Key responsibilities include:

  • Assist beneficiaries with all aspects of the enrollment/disenrollment process using the CMS system, including:
    • Assist with profile creation and update
    • Assist with Explanation of Eligibility Determination
    • Assist with Plan Comparisons
    • Walk through the enrollment process with the beneficiary, including data input if necessary
  • Represent CMS and Cognosante within the community in a professional manner
  • Attend local community events, health fairs, and other assigned venues to reach the targeted population
  • Provide enrollment and/or outreach services at kiosks and booths at local businesses and community organizations
  • Provide general customer service
  • Make referrals to other community organizations and services
  • Follow all approved standard operating procedures and other applicable state and federal regulations
  • Effectively communicate with both internal and external clients
  • Consistently provide accurate and timely documentation of daily activities and results
  • Maintain accountability, reliability and dependability when performing all assigned job duties
  • Participate in training sessions required by CMS and Cognosante, as directed
  • Be available to work flexible hours, such as early mornings, evenings, and weekends
  • Ability to travel throughout the city utilizing reliable transportation
  • Employee is expected to undertake any additional duties as they are assigned by their Manager

Minimum Qualifications

  • High school diploma or GED
  • Minimum 2 years of experience in community health or customer service
  • Experience in one of the following industries: health, education, marketing/sales, finance/banking, government
  • Ability to demonstrate proficiency in computer literacy, use of relevant computer applications such as MS Office, and use of other types of office technology
  • Fluent in English and Spanish or Creole

Additional Qualifications

  • Bachelors’ Degree preferred
  • Ability to pass a background check
  • Access to reliable transportation
  • Knowledge of healthcare and/or the Affordable Care Act
  • Strong communication skills
  • Ability to pass a background check prior to any offer of employment
  • Excellent attendance record
  • Ability to work flexible hours including evening and weekend shifts if required
  • Aptitude for learning and utilizing various software tools as needed
  • Frequent in-state and local travel may be required
  • Advanced PC skills
