Job Title:  Operations Manager - Haiti

Objective: 
To establish and maintain a
high level of productivity, control costs, and train and provide leadership for
the operations division personnel

Summary:  
Manage the production of wells
and water systems that provide clean water on a sustainable basis for the
Haitian people

I. General Responsibilities and Authority

1.    
Supervise Operations
Division personnel

2.    
Create and
execute programs to teach and demonstrate leadership within the Division

3.    
Ensure
Operations Division personnel are adequately trained

4.    
Hire and fire
Operations Division personnel with approval of the General Manager

5.    
Manage the
scheduling, use, care, and protection of Haiti Outreach physical assets

6.    
Manage the
Operations Division within the budget

II. Specific Responsibilities

1.    Well Drilling Labor

A. Supervise the foreman and crew
members operating the well drilling rigs

B. Insure that all crew members are
properly trained in the operation and maintenance of the drilling
rigs

C. Determine production goals with each
crew, in accordance with the budget, and hold crews
responsible for meeting these goals

D. Organize each crew so that members
have specific responsibilities and hold them accountable for
those responsibilities

2.    Water System Construction

A. Participate in water system design
and supervise construction

3.    Equipment Maintenance
Labor

A. Supervise equipment and vehicle
maintenance personnel

B. Establish maintenance schedules and
procedures for all equipment (including drilling rigs,
trucks, motorcycles, 4 wheelers, etc.) and ensure they are followed

C. Create and maintain an ongoing
technical training program for all equipment and vehicle
maintenance personnel and ensure all such personnel are properly trained

4.   Purchasing
and Inventory Control

A. Establish the procedures for the
purchasing of parts, vehicles and equipment as required for the
entire Haiti-based operation

B. Carry out all purchasing activities,
using Haiti Outreach - USA as necessary

C. Make certain that consumable parts
and materials are inventoried in appropriate quantities to
insure minimum down time of all equipment, while keeping inventory investment to a
minimum

5.   Well
Maintenance

A. In cooperation with the Community
Development Division, develop and execute a program to repair and
maintain wells as they request

6.   Marketing
- Private Wells

A.  Develop and execute a sales program for
the drilling of private wells that ensures a margin of 30% over
the direct and indirect costs

7.    Building
and Grounds

A.  Create and execute a program to
maintain the building and grounds, including buildings,
electric power, lighting, housekeeping of grounds, office cleaning, and security,  and including the
supervision of appropriate personnel

8.    Sub-contractors

A.
Participate in the selection of sub-contractors and manage their work to ensure proper quality and
completion on schedule and within budget

9.    Budget

A.
Participate in the creation of the Operations Division budget and manage the division in adherence
to the budget

Qualifications (necessary skills and experience):

·       Mechanically
oriented

·       Management,
supervision and training skills and experience

·       Purchasing
experience

·       Experience
in inventory control and production management

·       Computer
skills; experience with MS Office, FileMaker ideal

·       Budgeting
skills and managing to a budget

·       Bi-lingual
in English and Haitian Creole

·       Ability to
fill in for General Manager
