The Air Force Global Strike Command (AFGSC), which stood up on 7 August 2009, is responsible for defining, training, sustaining, and evaluating the capabilities supporting the missions for providing global nuclear and conventional global strike forces; which includes Intercontinental Ballistic Missile (ICBM), B52 bomber, and B2 bomber forces. A time-phased transition of the assigned forces from current Air Force Major Commands (MAJCOM) exists with the ICBM forces transitioning on 1 December 2009 and bomber forces on 1 February 2010. Concurrent with these transitions is the need to write, coordinate, and approve AFGSC Supplements to Air Force Instructions (AFI) early enough to allow transitioning units to understand, prepare, and implement upon their transition to AFGSC. In addition, the generation of various other supplements, identification and generation of training materials, identification of the required AFGSC information technology (IT) architecture, and monitoring the development of programs, all of which are not directly tied to the transition plan will further AFGSC?s capabilities towards meeting the nuclear and conventional global strike missions.
The contractor shall provide Advisory and Assistance (A&AS) support to AFGSC priorities in activating and implementing the strategic-to-tactical programs of the MAJCOM. The support includes assistance with the identification, derivation, coordination, program management and development of applicable operational deliverables, AFGSC instructions and supplements. The contractor shall provide products that evaluate and update existing processes, standards, evaluation functions, unit support functions, verification and validation functions, training, systems security, and sustainment activities to ensure compliance to meet both the nuclear and conventional missions.

The individual selected for this position must have the qualifications and be able to fulfil the tasks listed below:
The contractor shall assist A3TO branch in flight management and training matters. Assist with establishment and publishing of B-2 and B-52 Realistic Training and draft and consolidate information for the B-2 and B-52 Realistic Training Functional Area Manager (FAM) for submission. Review formal training issues and courses; draft, coordinate, and provide expertise on command training waiver requests. Assist with the management of Ready Aircrew Program (RAP) standards and reporting for AFGSC assigned bomber aircrew. If required, attend any directed Realistic Training Review Boards (RTRB) and submit shared information to AFGSC. Provide expertise and draft responses for any AFGSC operations command lead for chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) matters. Assist with the management of USAF Homeland Defense/Civil Support CONOPS, CBRNE Consequence Management Response Force (CCMRF) training requirements. Organize and conduct Strategic Nuclear Action Group (SNAG) conferences. Draft and coordinate applicable changes to B-2/B-52 AFI 11-2MDS Volumes 1 and 3, and DOC statements. Coordinate ANG and AFRC training issues. Provide expertise for JFACC team training. Assist with development of the life cycle design, acquisition, support, modification, funding, and management of specific training systems to build long-range System Training Plans. Assist with development and policy and procedural requirements for ISD and management in support of defense systems. Assist with the management of Contract Aircrew Training and Courseware Development (CWD) contracts for weapon systems. Validate CAF policy and guidance for airspace, ranges, life support, modeling and simulation, flight simulators, rated management and flying hour programs. Draft and coordinate Distributed Mission Operations (DMO) simulator requirements and policies. Assist with establishment of Operations Training Branch. Review and rewrite B-52/B-2 training and operations instructions. Evaluate B-52/B-2 Ready Aircrew programs and provide recommendations and rewrites for future training and operations guidance/procedures. Draft and coordinate B-52/B-2 Distributed Mission Operations/Simulator/Procedural trainer operations, requirements, and policy with ACC. Identify, draft, coordinate, maintain and develop applicable CJCS, AF, MAJCOM, NAF, AFGSC and wing instructions, manuals and supplements.
Individual selected must be a US Citizen and possess a Top Secret Clearance. Relocation is not provided for this task. Individual must also have good oral and written communication skills.
