Business Analyst / Deputy Project Manager Arlington, VA 22201
SRA is seeking a Business Analyst to serve as the right hand to our Project Manager for the EPA Superfund Enterprise Management System (SEMS) project. This Business Analyst will work in several areas across the project in a deputy project management type role. The SEMS program is designed to integrate the successful performance areas of the Superfund data collection, reporting and tracking systems into a single system; and will help to enable the EPA's mission to protect human health and the environment. SRA’s role is as PMO for this project, responsible for managing the project and system lifecycle activities, to include those activities associated with the development of the new system. Analyst responsibilities include: Supporting the client in the development of a new agency system, SEMS, and performing those PMO activities required for the successful development of this system. Tracking and managing the project’s Earned Value status and conducting analysis and reporting on progress and variance trends. Having a lead role in managing the project schedule, to include tracking deliverables, and updating the project’s Work Breakdown Structure.. Providing support to the internal project manager, project team leads and the EPA client in those areas associated with the system lifecycle development process, to include, risk management, alternative analysis, security/privacy analysis, cost/financial support, and quality assurance support. The analyst will also support the development of the system lifecycle work products, project documentation templates, and briefings associated with this analysis. Other tasks may include business case (CPIC and OMB Exhibit 300) development. Presenting analysis and findings to multiple audiences. Coordinating directly with the project manager and respective team leads to determine priorities and timeframes - expected to work independently and/or with other co-workers and clients. Fill-in for the SRA PM as necessary.Required Skills and Experience: Strong business analysis skills and oral and written communication skills are a must. Experience with standard economic/financial analytical processes and business skills to support detailed Earned Value Management analysis is required. Must be able to conduct independent analysis and convey ideas clearly into written format, such as a briefing or document, for delivery to multiple audiences. Must have experience in managing a detailed project schedule; understanding and experience with Microsoft Project is required. Strong interpersonal skills are required. Ability to maintain and create automated tools and templates for managing risk and action items, which will accurately present analytical findings to multiple audiences. Experience with a typical IT project development lifecycle is preferred. Should be comfortable using standard business tools like Microsoft Excel, Power Point, Visio, Word and Microsoft Project. Familiarity with the OMB Exhibit 300 process is preferred. |
