Business Analyst/Enterprise Architect

About the Job

BPX Technologies, Inc. is looking for a Business Analyst (IT Investment/Enterprise Architecture) to join its civilian government practice. The Business Analyst reports to the Project Director and is part of a team responsible for enhancing the client agency’s Enterprise Architecture, IT Capital Planning and Investment Control programs. The Business Analyst will work hand-in-hand with the Government client to develop and maintain the agency’s architectures, and corresponding investment documentation.


 


Duties:


 


·          Serve as Business Analyst through all phases of the System Development Life Cycle (SDLC).  Uses the SDLC methodology to develop artifacts including, but not limited to business cases, use cases, requirements, architecture documents, risk management plans, test documents, deployment plans, configuration management plans, etc.


 


·          IT portfolio management, investment governance and oversight, and integration of CPIC and Enterprise Architecture (EA) activities


 


·          Development of OMB Exhibit 300s or 53s and supporting documentation to include cost benefit analyses (CBA), life cycle cost estimates, risk analyses, and other related CPIC life cycle documentation.


 


·          Evaluating client’s Enterprise Architecture, including the verification of complex and detailed technical components, while providing specific recommendations to achieve federally compliant controls


 


 


Required Skills/Experience:


 


·          BA or BS degree (Masters preferred) in Business, Management, Economics, Finance, Public Policy, Computer Information Systems, Computer Science or a related field required


 


·          3-5 years experience in Business Analysis, Enterprise Architecture, IT Capital Planning and Investment Control programs


 


·          Excellent verbal and written communication skills, with an acute attention to detail


 


·          Working knowledge of Microsoft Office applications (Visio, Project, Word, Access, PowerPoint, and Excel).


 


 


Desired Skills/Experience:


 


·          Working-level knowledge of federal statutes, regulations and guidance, governing IT Investment and Enterprise Architecture, such as:  Clinger-Cohen Act (CCA) of 1996, Government Performance and Reporting Act (GPRA), OMB Circular No. A-11, OMB Capital Programming Guide, July 1997, OMB Circular No. A-94, OMB Circular No. A-130


 


·          Prior experience with EA modeling/repository software, such as METIS 5.2.2


 


·          Systems implementation or PMO experience for mid-sized system implementations.
