The NYC Technology Development Corporation is a new nonprofit IT services company that will provide senior IT program management services, IT business analysis, IT portfolio management and other IT support services to the City of New York as its exclusive client.

 

Job Description:

  • Manage the collaboration with business owners/stakeholders to understand the business needs, processes and data sources for large, complex citywide projects; create and translate business needs into clearly defined and documented detailed technology requirements
  • Manage and plan the IT requirements elicitation efforts such as conducting stakeholder analysis
  • Deliver the results of elicitation in the form of organized notes
  • Spearhead the prioritization, solution assessment and validation of requirements with the business and project teams
  • Develop supporting analysis documentation (including data dictionaries and use cases)
  • Work with IT project managers to obtain consensus and signoff on requirements deliverables
  • Write user acceptance test plans and scripts and coordinate user acceptance test execution
  • Work with project managers to obtain user acceptance test signoff
  • Provide subject matter expertise to the team throughout the project
  • Prepare senior level technical reports for executive management
  • Manage special technology projects and initiatives as assigned

The preferred candidate must possess:

  •  At least 5 years of experience as a Business Analyst gathering business and functional requirements for large-scale projects and applications
  •  At least 7 years of a total work experience
  •  Proven experience in defining requirements for solutions in multiple-entity environments (multiple agencies, business partners, etc.)
  •  Experience with an automated requirement tools (CaliberRM preferred)
  •  Experienced with formal SDLCs and business analysis methodologies
  •  Working knowledge of business analysis documentation standards
  •  Experience using standard project tools including Microsoft Project, Excel and PowerPoint
  •  Excellent oral and written communication/soft skills and the ability to clearly articulate to all project members and stakeholders
  •  Must be a team player who works well with technical and non-technical resources
  •  Must take initiative, be a decisive decision-maker and show confidence in decisions made
  •  Must be able to take strategic direction from executive management and participate in strategic planning activities throughout the lifetime of the project
  •  Must be able to see tasks through to completion without significant guidance
