Northrop Grumman’s Civil Systems Division is seeking a proven, mission-focused Business Development professional for its Civil Law Enforcement and Diplomacy/Foreign Affairs sector.– Primary areas of focus and responsibilities will be on federal Law Enforcement Agencies such as Department of Justice and its Bureaus, FBI, DEA, US Marshals Service, as well as many other Civilian law enforcement entities such as FinCEN, IRS Criminal Investigations Division, and coordination on Department of State Foreign Affairs account management, etc. across the Civilian Federal Market. The individual will work closely with the business units to identify common solutions that meet the needs for Advanced Public and Civil services units, coordinating sales activity In addition, s/he will work closely with alliance and strategy teams to determine long-term common relationships required to scale in this market. The successful candidate should have strong understanding in federal Information Technology sales, understanding all addressable customer organizations, budgets, near, mid-term and long term procurements, assessing required investments, with an ability to quickly grasp NGIT capabilities & technology applicable to agency requirements, NGIT discriminators and strengths as well as targeting identifiable weakness of competitors for his/her account(s). Specifically, the successful candidate will work closely with customers to identify and shape near-term and long-term requirements, and will conduct the activities leading to opportunity identification and qualification, as well as, engage in the strategy and direction of pursuit to final opportunity closure. S/he will serve as the principal liaison point of contact with all key customers within assigned market segment and perform ongoing assessments of customer requirements, determine market trends and develop strategies for the application of NGIT capabilities and discriminators against specific customer needs / opportunities. S/he will assess NGC’s market position versus competitors by assessing their strengths, weaknesses and vulnerabilities; s/he will be responsible for identifying sufficient business prospects to meet both near and long term business requirements within the Long Range Strategic and the Annual Operating Plans. The Successful Candidate will prepare comprehensive industry business/market plans that include in-depth analyses of market opportunities for all NGIT / Civil Systems Division products & services by leveraging a detailed understanding of customer vision, strategy, mission requirements and key problem areas/concerns and desired outcomes. This plan will be incorporated into the individuals account/market plan that outlines the strategy and activities necessary to meet their goals. The individual must have the competency to identify and qualify opportunities that are in alignment with the services and products that Northrop Grumman Civil Systems Division delivers to its Federal law enforcement clientele, as well as a functional understanding of the federal bidding process to draw out the majority of the business requirements and mid-level technical requirements in order to present solid understanding of opportunities and customer metrics necessary to bid and win the opportunities. Demonstrated Skillsets: Strategic Account Planning, Problem Solving, Organizational Effectiveness, Communications, Critical Thinking, and Time & Priority Management. Experience in the following areas is preferred: · Has DOJ law enforcement and criminal justice domain expertise · 10 plus years of IT services business development experience · Demonstrates track record of success in winning new and re-compete DOJ/Law Enforcement information technology services business · Can develop strategies to position to win new business · Experienced in moving opportunities from the identification through the qualification stages · Knowledgeable in working collaboratively with a team to support capture and proposal activities · Able to interface effectively with senior customer and corporate leadership · Knows how to build and execute robust call plans · Ability to develop and maintain strategy and account plans · Ability to develop and manage pipeline in excess of $1 billion · Demonstrates strong interpersonal and written/oral communications skills Preferred Demonstrated Ability In The Following Areas: Proven programmatic experience on DOJ/Federal Law Enforcement industry programs, a detailed understanding of the industry market and familiarity with key industry individuals therein. Understanding of and experience bidding and winning in the Federal/Civil marketplace; positioning to win; capability assessments; and competitive positioning. Demonstrated experience identifying, qualifying and winning (non-IDIQ) business. Well versed in industry, and able to anticipate market trends and align Northrop Grumman capabilities with winning solutions to help customers meet their mission objectives. Must be experienced briefing senior executive customers and corporate officers. Clearance Type: TS or TS SCI preferred or must be able to obtain TS. Education Requirements: Bachelors Degree required; advanced degree preferred. Work Location: McLean, VA or Washington, DC. Expected to spend up to 70% of time with client.
