Job description
The IBM Public Sector Supply Chain Practice seeks individuals to be part of a team that will provide support to the Commercial Vendor Services (CVS) and Financial Management Company (FMCO) operational leadership in Afghanistan. This effort will provide subject matter and technical support to DoD Organizations that support the payment management activities within the P2P" process. The contractor shall provide support to the CVS offices in the areas of business process reengineering and system automation to optimize the payment management portion of "P2P" end-to-end process. In addition the contractor shall provide local support to ensure the integration and continuous usage of the primary core business systems for entitlement and disbursement.

The core business systems are:

For Entitlements- Computerized Accounts Payable - Clipper (CAPS-C) and/or Windows (CAPS-W)
For Disbursements- Deployed Disbursing System (DDS)
For Electronic Funds Transfer (EFT) payment- International Treasury Services (ITS.GOV)

This may require the integration of these legacy business systems with new or proposed business systems that support payment processing.

This team is being fielded to support the P2P" process according to DoD, Army Central Command (ARCENT) and Defense Finance and Accounting Service (DFAS) policy for in-theater financial operations. As such, support will not be exclusive of Army personnel and the contractor will work at the guidance of local and theater Financial Management Organization Commanders to support BTA-WRD and ARCENT initiatives. The contractor will actively contribute to business process reengineering activities; recommend procedural changes and options to improve efficient core business.

The place of performance will be to locations Outside the Continental United States (OCONUS) primarily in Afghanistan. Life support and access to Morale, Welfare and Recreation (MWR) facilities will be subject to the policies and procedures of the Base Support Command. These may be temporarily limited due to ongoing contingency operations.

Required

  • High School Diploma/GED
  • Basic knowledge in Defense Finance and Accounting Service (DFAS)
  • Basic knowledge in End to end procure to pay applications
  • Basic knowledge in Understanding the functional flow of DoD entitlement and disbursement processes.
  • Basic knowledge in Understanding the regulations that govern documentation and validation for contracting officers
  • Readiness to travel 25% travel annually
  • Readiness to work extended periods away from home
  • U.S. citizenship required
  • English: Fluent


Preferred

  • Bachelor's Degree in Engineering
  • At least 3 years experience in Defense Finance and Accounting Service (DFAS)
  • At least 3 years experience in End to end procure to pay applications
  • At least 3 years experience in Understanding the functional flow of DoD entitlement and disbursement processes.
  • At least 3 years experience in Understanding the regulations that govern documentation and validation for contracting officers
