Perform cost effect buying and planning assignments of a complex nature requiring substantial experience in assigned commodities, often involving detailed build to print items for ongoing production as well as new configurations of products. Responsible for analyzing MRP (material requirements planning) reports and executing the requisition and executing the purchase order and LTA (long term agreement) process to ensure on-time delivery of parts for the factory. Analyze and monitor MRP and supplier performance. Execute and implement corrective measures aimed at improving supplier performance in terms of on-time delivery, lead-time, quality, and inventory control. Work may be part of specialty team, as an individual contributor or a combination of both. Incumbent will maintain all supplier information in accordance with the procedure defined in MAT-02-003 and PPS7416.01 or most current procedure.
* Negotiate pricing with suppliers. Be responsible for procurement of components for assigned area, establish legitimacy of production requisition; and establish legitimacy of quantity required against structure of component
* Check inventory control accuracy
* Identify and validate subcontractors for technical and manufacturing ability and total quality management. Finalize research and prepare RFQ for best competitive bid in categories No. 3 and 4 contained
* Submit quality review application and all pertinent information for Supplier Quality Assurance to schedule review with Subcontractor to determine if quality system is acceptable to meet all drawing requirements and for acceptance as an approved supplier
* Initiate purchase order to qualified supplier(s) for production components; submit all requirement information to pass purchasing audit; predetermine quality requirements and review with SQA if components are of urgency nature to prevent unnecessary modification to purchase order; and document purchase order sufficiently IAW Materials Policies and Procedures
* Expedite subcontractor and submit delivery requirements to all parties concerned
* Receive copy of request for source inspection and submit and monitor through SQA Department
* Monitor Company's Traffic Department for all components that are F.O.B. origin and that require expediting into the facility
* Monitor arrival of components into receiving and assist where documentation is not complete in files

Requires Bachelors degree in related field and 3+ years directly related experience; OR 11 years directly related experience (planning, buying inventory control, military logistics, etc.). Knowledge of MRP Systems or similar system, word processing, spreadsheet, email (MS based) and general office machinery (fax, copier, calculator) are required. Current active APICS (Am. Production & Inventory Control Society); CPIM (Certified in Production and Inventory Management); NAPM (National Association of Purchasing Management; or CPM (Certified Purchasing Manager) certification would equal one year of directly related experience. Prefer experience to include government procurement and negotiation. A working knowledge of FARs/DFARs and a familiarity with military specifications are desired. Candidate will undergo a complete background investigation that must be successfully completed. NOTE: Bachelors degree in directly related business or technical field (i.e., management, supply chain, logistics, etc.) may replace qualifications listed above. If not currently held, interest in obtaining or working toward obtaining CPIM or CMP Certification highly preferred.
