Primary liaison between refinery departments and construction contractors working in a refinery. Provides guidance to contractors in matters relating to safety and environmental requirements, contract interpretation, design documents, and material handling.  Functions as constructability resource on project team.  Located in Wilmington, CA, 90748 (Near Long Beach, Southern California) 


Primary Responsibilities Include:


  • Primary liaison between multiple refinery departments and construction contractors working in a refinery. Provides guidance to contractors in matters relating to safety and environmental requirements, contract interpretation, design documents, and material handling. Functions as constructability resource on project team.   

  • Conducts field inspection of proposed projects with contractor representatives. (Bid Walks) 

  • Administers and interprets construction contracts. 

  • Reviews field performance for contract conformance.

  • Reports field work progress.

  • Issues field instructions to change work within limits of delegated authority.

  • Processes progress payments for contractor and coordinates contractors work on major projects with all necessary parties.

  • Submits information on contractor performance.

  • Reviews material requirements, scheduling, and compliance with specifications.

  • Coordinates control of company provided material.

  • Estimates field construction costs; forecasts and reports cost trends





Qualifications:



  • Overall knowledge of refinery safety and environmental procedures and permitting requirements. 

  • Able to make ethical business decisions which balance cost, schedule, and operating needs to the benefit of the stockholders

  • Credibility with stake holders; includes internal and external groups, contractors, community, and regulatory groups

  • Skilled in utilizing the 15 'Critical Leadership Success Factors' to foster teamwork and productive relationships among those engaged in or contributing to construction activities.

  • Good safety and attendance record

  • Able to explain construction contracts and provide contractor guidance on design documents

  • Able to coordinate company provided equipment and resources to contractor in an expeditious and cost effective manner

  • Able to review material requirements and coordinate administrative control for the handling and use of company supplied materialsPrior project/construction experience; understands constructability


  • Must be U.S. Citizen or authorized to work in the USA without sponsorship. Canadian citizens are eligible for TN Visas which are acceptable.


  • No Relocation is being offered for this position.  Per Diem available to those that qualify
