Duties & Responsibilities: Georgia Technology Authority (GTA) is currently seeking a Chief Operating Officer (COO) for our Service Management Organization located in Atlanta, Georgia. The COO will be responsible for managing one of the largest state government outsourcing contracts in the nation, providing technology services throughout the state of Georgia.

The COO is a key member of the senior executive team at GTA reporting directly to the Executive Director. The COO has the primary responsibility for directing an organization of approximately 75 professionals in the delivery of infrastructure technology services, managed network services and application development services in both an insourced and an outsourced environment. The COO will also work directly with the Executive Director and other reporting units within GTA to establish and execute a strategy for the more effective deployment of Application Development Management (ADM) within the state’s Executive Branch.

Additional significant responsibilities include completing the transformation of the state’s infrastructure and managed network services in partnership with external service providers; establishing a program to effectively manage application development in the Executive Branch; ensuring that the technology organization is prudent in utilizing the most appropriate resources at all times; building a positive and proactive partnership with GTA’s senior leadership team, leading to the effective prioritization of efforts that are directly linked to the state’s overall strategy and fostering an IT culture that is responsive to the needs of the business; recruiting, motivating, developing and retaining a high-performance team accountable to meeting emerging business opportunities. Make timely organizational and process changes as necessary, constantly evaluating staff deployment and external service provider effectiveness and efficiency.


Minimum Training & Experience: • BA/BS degree in computer science, business administration, mathematics or a related major from an accredited college or university is required. Professional technology work experience may substitute for the degree requirement.

• Minimum of 15 years of progressive information technology experience in a services company with complex transactions and where technology is mission critical.

• Minimum of 7 years in a senior management level position responsible for executing strategy and implementing current and emerging technologies.

• Proven experience in sourcing strategies and vendor management.

• Successful experience in delivering services through a large shared service infrastructure operations and application development environment.

• Successful accountability for delivering business change through continuous improvement programs and large business systems deployment, as well as contributing to the wider aspects of change (e.g., culture, structure and process).

• Proven experience in directing and managing within a dynamic and challenging business environment, working inclusively through people to achieve shared objectives.


 


Preferred Qualifications: • Proven experience in directly managing the transition of an organization to an outsourced services environment.

• MBA degree.
