SUMMARY

Civitas Group seeks a full-time Contract
Administrator with at least five years of proven government contract
administration experience. The Contract Administrator will be responsible for supporting
all aspects of prime contracts and subcontracts, including proposals,
negotiation, award, administration, and closeout.



 

ESSENTIAL
DUTIES AND RESPONSIBILITIES

Duties and Responsibilities include
the following:



  • Contract Administration
    • Performs day-to-day contract
      administration duties, such as:


      • Reviewing and setting up new
        contracts
      • Facilitating and negotiating
        modifications
      • Monitoring and closing out
        contracts
      • Developing and managing
        subcontracts and teaming agreements
      • Preparing for and supporting
        government and client contract audits
      • Leading the identification
        and resolution of any actual or potential contract and/or risk issues


  • Contract Management
    • Assists senior managers in
      developing and modifying contract management related processes; develops,
      tracks, and maintains all contract documentation and related policies and
      regulations in a concise, organized manner
    • Informs senior managers of key
      contractual issues by understanding and reporting on financial, top level
      technical, and schedule status
    • Works closely with senior
      managers and program managers to compile project plans and performance
      information; submits required contract management and performance reports,
      including the compilation of supporting data, in the required government
      reporting format
    • Provides necessary contract-related
      information to accounts receivable in relation to invoicing and other
      finance/accounting issues
  • Opportunity Capture
    • Prepares and/or supports major
      government proposals, including coordinating efforts with senior
      managers, other Civitas staff, teaming partners, and clients
    • Assists with developing and
      executing proposal strategies; developing cost proposals; and integrating
      work statements, schedules, price and payment provisions, and contract
      terms and conditions into effective, winning proposals
  • Other duties as assigned



TECHNICAL SKILLS/KNOWLEDGE



§  Knowledge of the Federal Acquisition Regulations (FAR),
Defense Federal Acquisition Regulations Supplement (DFARS) and other government
acquisition programs (e.g., GSA Schedules)



§  Experience with the administration of all major contract
types (Firm Fixed Price, Cost Plus, Time & Materials)



§  Experience with the administration of GSA Schedules, Federal
agency IDIQs and Blanket Purchasing Agreements, including contract
administration of task and work orders issued against such contracts



§  Demonstrated experience in leading and developing positive client
relations and conducting contract negotiations and administration, particularly
within DHS, DOD and/or DOE



§  Experience in Homeland Security and National Security areas preferred



§  Proficient in working with Microsoft Office Applications
(Word, Excel and PowerPoint)



§  Prior experience with Microsoft Project and implementation
and administration of Deltek GCS is a plus

Security Clearance:



Must be
able to obtain and maintain a U.S. government Top Secret security clearance and
be willing to undergo required background investigation, as necessary; an
active and current Top Secret security clearance is preferred but not required.

EDUCATION
and EXPERIENCE

BA or BS in business or a related
field is required.  Position also
requires five or more years of government contract administration experience.
Priority consideration will be given to candidates that have a mix of both
government and commercial contracting experience.
