Contracting Officer - Developmental
Work in a dynamic team environment and contribute to the success of the Agency's overall mission.Developmental-level Contracting Officers (with generally three to five years of commercial and/or federal acquisitions experience) are responsible for the same duties as Contract Specialist (entry-level) officers but have proven technical competencies and experience at such a level as to warrant the award of limited delegations of procurement authority. With limited guidance, the Developmental Contracting Officer obtains and increases depth and breadth of experience in fixed price and cost reimbursement contracts to qualify for contracting positions of greater responsibility. Using innovative acquisitions business practices, Developmental Contracting Officers conduct acquisitions activities that are vital to national security. Duties include: pre-award acquisition planning and documentation; soliciting, planning, negotiating, and administering acquisitions instruments from requirements definition to closure; acquiring products and services in an efficient and cost-effective way; providing administrative work in support of contracts; and developing technical expertise. Minimum requirements include a bachelor's degree, preferably in business or business-related fields such as administration, management, finance, accounting or pre-law (other fields of study will be considered on a case-by-case basis). Some Federal contracting experience is highly desirable. The applicant will possess strong analytic and problem-solving skills, and must have exceptional customer service skills. Excellent written and oral communications skills and attention to administrative detail are required. An advanced degree in Business, Public Administration or Law; designation as a Certified Federal Contracts Manager (CFCM), Certified Commercial Contracts Manager (CCCM), or Certified Professional Contracts Manager (CPCM) experienced in Federal acquisitions; and US Government contracting experience (which may include the Intelligence Community) are desired. All applicants must successfully complete a thorough medical and psychological exam, a polygraph interview and an extensive background investigation. US citizenship is required. To be considered suitable for Agency employment, applicants must generally not have used illegal drugs within the last twelve months. The issue of illegal drug use prior to twelve months ago is carefully evaluated during the medical and security processing.
