Contracts Administrator

Job Description/Responsibilities


Will serve as a Contracts Administrator and be responsible for writing, reviewing, organizing, negotiating, and executing Federal and commercial contracts. The ideal candidate will possess an extensive understanding of the contract
development process; will be an enthusiastic and ambitious person who can work well under pressure with others; will make decisions quickly; and will work seamlessly on a remote basis with others. Primary responsibility is the management of the contracts and contract administration activity in support of the sales team. Duties include: Reviewing government contracts for acceptability, as well as government requests for proposals requirements; Discussing contract queries and issues with Government Contracting Officers; Working with various departments to obtain the necessary contract inputs; integrating the contract inputs, assembling the actual documents; Negotiating terms and conditions; Supporting the sales team if discussions with the customer are necessary; Internal activities include proposal support of new opportunities, logging new contracts, and working with customers and finance to resolve billing issues; Additional responsibilities include the measurement and evaluation of contract performance, conducting contract review meetings, and the development of past performance information. REQUIREMENTS INCLUDE: Thorough understanding of Government Procurement
process including solid knowledge of FAR/DFAR, GSA contracting, and lower-tier subcontracting; in-depth pricing experience, including understanding of contract cost principles; ability to perform financial analyses and understand project spend plans; and strong understanding of Microsoft Office, including Word, Excel, and PowerPoint.

Representative Responsibilities:
- Lead and complete proposal, negotiation, certification, and contract administration activities in support of Government, International, and Commercial customers.
- The contract scope requires Pre-Award and Post-Award support, including management support and policy assistance; significant liaison support to the technical community from acquisition strategy through source selection; drafting of Performance Work Statements, RFPs, RFQs, IFBs, and associated documents; assistance with an automated procurement system; and contract administration, including close-out.
- Review and negotiate contract terms and conditions. Manage contractual change requirements, assigned program financials, and customer satisfaction measurements.
- Required Credentials, extensive knowledge of acquisition processes, strong working knowledge of the FAR, strong ability to work with interdisciplinary functional acquisition teams.
- Has prepared pre-award and award documentation for all types of acquisitions with a strong emphasis on service contracting.
-Ability to prepare acquisition policy and procedures, strong oral and written communication skills.
- Cost and performance measurement techniques, quality assurance surveillance plans, and quality related evaluation factors.


 


Education/Equivalent Experience/Certification/License:


Candidates should possess five years plus progressive prime and subcontract experience with government procurements. Additionally candidates should possess an in-depth knowledge of the FAR/DFAR, agency specific supplements and regulations, and have current and demonstrated experience with acquisition streamlining initiatives and reforms. Applicant must have working knowledge of all contract types and acquisition approaches to include full and open competition, sole source and various set-aside procurements. The applicant must have demonstrated negotiation experience, good organization, and excellent communication skills. Applicant must have demonstrated experience in the pre-award phase of contracting and post award contract administration, as well as contract problem identification, analysis, and resolution. BA/BS degree a plus. Acquisition experience and acquisition certification (CPCM, CACM) a plus.     


 


Experience:


Strong business acumen with 10 years experience in drafting, negotiating and administering agreements (team agreements, nondisclosure, various contract types, etc.), directly with Government Contracting Officers. Must have experience negotiating and administrating cost-plus contracts. Strong interpersonal skills. Experience with risk identification and mitigation through innovative proposals and drafting contract provisions. Ability to analyze customer contract templates and identify issues. Strong written and oral communication. Ability to work independently and minimum supervision. Degree (MBA, J.D., CPA) desired.
