Contracts Administrator Sr

Responsibilities
Specific duties include but are not limited to: negotiation of terms and conditions for a variety of contractual documents in accordance with the FAR, DFAR, other government regulations and company policies; drafting modified terms and conditions for contractual documents; review and advise program personnel on risks inherent in client RFPs; preparation/justification of cost proposals for submission to the Government and prime contractors based on cost build-up methods as well as use of GSA Schedule rates; interpretation and advice to program personnel on contract matters; work closely with subcontracts in relation to response to the prime requirements  based on company guidelines; preparation of proposal and contract reports, as required; provision of guidance to less-experienced contract personnel; provides input of contract data into company management system; participates in special projects, as required.

Manages full life-cycle proposal and contract activities from cradle to grave within approved signature authority. 
Prepares and submits complex proposals for customer requirements work closely with pricing analyst in order to lead discussions on proposal cost strategy and provides special rate calculations and other significant financial impacts with financial operations. Advises management of potential risk areas.

Negotiates and establishes teaming agreements with prospective partners to respond to client¿s solicitation requirements (Alion may be the prime contractor or a subcontractor).

Oversees the execution of contract administration policies and procedures in accordance with corporate and sector policies and procedures.  Ensures compliance by the group contract administration staff.  Assumes a significant role in the recommendation of policies and procedures.
Qualifications
Bachelor's degree plus 8 - 10 years experience in government contracting 
Experience with contract vehicles to include FFP, CP, T&M and IDIQ
Knowledge of FAR/DFAR regulations
Pricing experience on contract proposals
Liaison between client and Alion on contract issues. 
International and Export Control and GSA Schedule experience a plus

REQUIRED SKILLS:
Candidate must have comprehensive knowledge of typical practices, procedures and processes involved in all facets of contract administration. Candidate must have hands-on experience with developing cost-type (CPFF etc.) proposals in addition to developing proposals using GSA Schedule rates.

Effective administrative, organizational and communication skills are a must. Candidate must be comfortable using MS Word, MS Outlook and MS Excel. Candidate must be a team player and able to work effectively under deadlines.

The successful candidate will have strong negotiation skills and an ability to juggle multiple priorities effectively.
