This position is responsible for leading and managing HomeStreet Bank’s established security program including: • Overseeing and/or conducting fraud investigations and managing other security matters for the Bank • Managing and/or implementing the Suspicious Activity Reporting (SAR) process for the Bank to ensure compliance with Bank Secrecy Act requirements. • Ensuring that institution-wide security, fraud and physical safety training programs are in place • Providing leadership for the security responsibilities related to the corporate business resumption plan
ESSENTIAL FUNCTIONS:
• Maintain an effective security program for the home office and branch facilities that is consistent with HomeStreet’s philosophy regarding security and report on its effectiveness annually to the Audit Committee.
• Oversee, or conduct, fraud investigations as necessary, including the filing of appropriate reports to law enforcement authorities or regulatory agencies. Supports Legal and Human Resources Department in conducting internal investigations.
• Prepare and file timely Suspicious Activity Reports (SAR) on behalf of the Bank and report on SAR activity to the Audit Committee of the Board.
• Other specific duties include: security analysis of new branch sites; coordinating selection of security equipment with the Corporate Services Manager; developing and maintaining written fraud procedures; coordinating an annual inspection of night depositories and ATM’s; staff training, responding to security situations, working closely with law enforcement officials, updating security policies and procedures.
• Provide leadership for security responsibilities related to the corporate business resumption plan.
• Provide leadership to the Bank’s Safety Program.
• As deemed necessary, establish a program for the company to manage the risks related to extortion threats, and hostage taking.
• Contribute to the department strategic planning process.
• Prepare a budget for the Security/Safety functions and monitor variances.
• Perform supervisory duties for Security staff. This includes hiring, training, staff development, performance appraisals and annual compensation review.
• Keep current on bank, industry, technical and professional developments and trends and make appropriate adjustments to security procedures, as needed.
• Participate, as appropriate, as a member in the WBA and/or WFL Security Committees; be involved in special task forces; and maintain a network with other financial institution security officers.
• Establish and maintain an effective working relationship with the various federal and local law enforcement agencies.
• As appropriate, provide training to management and employees on selected security or safety topics.
REQUIREMENTS:
• Three to five years of Security Officer, fraud investigation or similarly related experience in a financial institution is required. College degree and CFE designation strongly preferred.
• General knowledge about the methods of conducting fraud and criminal investigations, required. Demonstrated effective interviewing skills are essential.
• Strong organization skills. Ability to learn quickly, be accurate and timely in completing responsibilities with strong attention to detail.
• Strong analytical skills.
• High level of proficiency in oral and written communication skills. Strong interpersonal skills are essential.
• Demonstrated high level of personal integrity, ability to professionally handle confidential matters, and reflect appropriate level of judgment and maturity.
• High degree of initiative, dependability and ability to work with little supervision. Demonstrated ability to prioritize and to work on multiple, concurrent projects. Project management skills are a plus.
• Excellent facilitation/training skills.
• Proficiency with personal computers, experience with Windows, Microsoft Office software and Lotus Notes, preferred.
• Ability to work cooperatively with, and maintain effective communication and working relationships with co-workers and manager.
• Ability to work as part of a team as well as independently and with people of diverse backgrounds.
• Ability to accept and facilitate change, whether indicated by corporate needs, market or regulatory requirements.
• Accessibility during and after business hours are critical to this position.
• Must possess a current, valid Washington State drivers' license and auto insurance. Position involves limited travel.
