This is a long term contract position with the State of Arkansas.


 


Cost Allocation FA to provide analysis and direction to the DIS in cost allocation using OMB Circular A-87 guidelines. Heavy experience with SAP Financials, Great Plains, & custom Excel spreadsheets. Position will report to CFO.
Complete Description:
"The DIS Cost of Service and Rate Design Analyst supports financial and rate decisions through the use of Cost Accounting methodology, rate analyst, reviewing and performing cost of service rate analysis, reviewing and preparing customer class rate designs, performing financial and rate impact analysis, preparing rate and financial reports, and developing and maintaining computer models and databases of telecommunications technology rates for the Department of Information Systems.


Specific Experience:
-Four years of professional experience in performing cost of service rate analysis, financial analysis and reporting, or other related financial and accounting experience.
-Masters Degree or CPA a plus. Looking for experience in the telecommunication technology field.
-Advanced knowledge of Excel.
-Excellent working knowledge of MS Access
-Oversight of cost of service rate analysis by being responsible for rate analysis, developing allocation methodologies, developing rate design policies, analyzing results, developing and preparing reports and graphics on results, and presenting result to Senior Management.
-Proficient in Business Objects including query and report development


Specific Knowledge and abilities include:
-General practices of statistics with particular reference to their application to revenue, cash flow, cost analysis, and projections.
-Knowledge of rate setting and fiscal controls
-Knowledge of OMB Circular A-87 and cost recovery requirements.
-Advanced user experience with SAP Financials


Years of Relevant Experience: 4 to 5 years in particular application area.
Education: accounting, economics, public or business administration or related field.

Work with Technical Architecture Specialist in defining software / hardware requirements.

Review tasks prior to migration into production as appropriate.
Coordinate the design and development of work estimates and act as the primary point of contact.

Work with client and Lead Functional Architect to identify direction of software.
