Our client, one of the nation's leading Federal Integrators, has an immediate opening for a Cost Estimator/Analyst.
The Cost Estimator analyzes and/or estimates cost data collected using approved techniques from various sources provided by the Government to determine baseline life cycle costs for defense systems (products) in development or operation by the military services (Navy, Marine Corps, Army, Air Force) and compiles data to calculate future life cycle costs using reports of cost data findings in formats prescribed by the customer. Often acts as Team Lead for cost estimating and analysis. Perform cost estimation and/or analysis for military system acquisition agencies using approved processes and tools to determine Life Cycle Cost Estimates (LCCEs), Independent Cost Estimates (ICE), Total Ownership Costs (TOC) and/or Economic Analysis (EA) for use in Business Case Analysis (BCA), Return on Investment (ROI) calculation, Best Value determination, Risk assessment, Analysis of Alternatives (AOA), Cost Analysis Requirements Description (CARD), and/or program budget development. Develops cost estimate sources, methods, controls, and projections using a variety of techniques including modeling, parametric analysis, engineering estimates, learning curve, risk analysis, and cost estimating relationships. Can work independently, but more likely to work as a Team made up of other cost analysts, logisticians, technicians, and engineers.
Bachelor's degree in business or equivalent with strong analytical skills. Must have prior DOD/DHS Cost Analysis experience. Excellent communication skills in both verbal and written form. A background in Math or Statistics is a plus. Computer skills in MS Word, Excel and Power Point. Ability to work with cost models including ACEIT and Monte Carlo a plus. Should have at least 5 years of cost estimating/analysis experience plus 2 years experience in practical business and/or technical application. High communication skills required to translate results of cost estimates and/or analysis into recommended courses of action both in written and verbal form.
5 plus years experience in fields of mathematics, statistical analysis, cost estimating or cost analysis. Ability to obtain a Secret Clearance.
