Insitu is a leading high-tech autonomous systems company driven by a culture of agility and systematic improvement . Since 1994 Insitu has led in the design, development and production of small autonomous aircraft for Unmanned Aircraft Systems (UAS). We currently produce and sell an ever growing fleet of Unmanned Aircraft Systems that are low-cost, long-endurance, and have low personnel requirements. These UASs provide a no-runway launch, unprecedented stabilized day and night video for ISR, robotic flight control, and a no-nets capture.

As we continue our rapid growth in the UAS/UAV market we are looking for experienced talent to help us achieve our goal of maintaining the agile and innovative problem-solving capabilities we offer.

Primary Duties and Responsibilities:

 

Coordinates across functions in implementing the statement of work for complex, high value proposals, identifying significant cost drivers, providing risk and benefit alternatives, determining best approach, preparing basis of estimate and independently preparing estimates and risk assessments.

 

·                     Prepare make/buy financial analysis and target cost/cost trades.

·                     Prepares and reviews presentation package and supports estimate during review or fact finding.

·                     Evaluates complex customer proposal requirements and determines high value pricing by applying appropriate pricing methods, conducting analysis and developing/monitoring pricing instructions

·                     Reviews estimates, terms & conditions, ground rules and assumptions for consistency and impact. Applies rates and factors to cost elements and assembles proposal by integrating appropriate documents.

·                     Supports fact finding, negotiation and post award audit activities.

·                     Identifies and develops estimating and pricing methodologies

·                     Develops and revises estimating and pricing policies.

·                     Develops and maintains effective internal controls to ensure compliance.

·                     Develops and delivers estimating and pricing system training.

·                     Participates in internal control audits.

·                     Collects and analyzes cost and non-cost data, and maintains historical data for use by estimators.

·                     Uses business plan data and forecasts to direct the development of rates and factors for use in estimating and pricing proposals.

·                     Identifies unique situations, makes recommendations and leads the development of complex business alternatives affecting future cash flow, earnings, market shares and competitiveness.

·                     Serves as an expert within own business unit.

·                     Summarize findings and develop conclusions and or recommendations from appropriate data sources with clients, customers and/or suppliers.

·                     Consistently creates relevant options for addressing problems/opportunities to achieve desired outcomes.

·                     Regularly includes fellow project leads and employees across organization and external customers in the decision making process as warranted.

 

 

Knowledge, Skills, and Abilities: (Estimating & Pricing)

·                     7+ years experience in a government estimating and pricing environment.

·                     Advanced experience in Excel to a minimum of Pivot Tables.

·                     Extensive knowledge of estimating techniques and relationships used in practical application (e.g., cost models, cost estimating relationships).

·                     Extensive knowledge of pricing methods (e.g., cost based, fee based, value based, comparative based, market based pricing) in order to recommend the appropriate approach.

·                     Extensive knowledge or understanding of government policies, procedures, regulations (e.g., FAR, DFAR, TINA, Export Compliance) relating to the development of cost proposals.

·                     Extensive knowledge of proposal, accounting and rate development

·                     Extensive knowledge of audit, fact finding, and negotiation process (e.g., self audit, internal audit, government audit, effective negotiation) and how they affect the proposal process.

·                     Demonstrated ability to meet deadlines in a timely manner.

·                     Demonstrated ability to work under minimal direction.

 

 

Education:

·                     Bachelor’s degree Finance/Accounting is required.
