The University of Maryland's Public Safety Training and Technical Assistance Program (PSTTAP) is seeking a DP Programmer Analyst Lead.  The successful candidate will be assigned to the State of Maryland's Department of Public Safety and Correctional Services (DPSCS) INFORMATION TECHNOLOGY AND COMMUNICATIONS DIVISION (ITCD) in Reisterstown, Maryland.  The Department of Public Safety and Correctional Services (DPSCS) is in the process of improving the technical services that it provides to its organizations. In particular, it is striving to maintain and provide information and communications services throughout DPSCS to criminal justice agencies and to the public.


 


The Data Processing Programmer Analyst L/A will provide computer system analysis, programming and testing of systems within the Information Technology & Communications Division.  This position is required to meet with representatives of Public Safety and sister agencies, including the District and Circuit courts of MD, other in-state criminal justice and non-criminal justice agencies, and federal agencies to plan for integration and coordination of tasks, to provide offender information.  This person will design, develop, test and implement complex application softwares in accordance with specifications. The work location will be 6776 Reisterstown Road, Baltimore, Maryland 21215.


 


Job Functions:  



  • Design, develop, test and implement complex application software’s in accordance with specifications
  • Participate in analysis problem-solving process and discussions with Staff and agency personnel to clarify and resolve problems.
  • Document business and technical requirements.
  • Deliver related technical documentation (e.g., high-level system design, APIs, guidelines, standards).
  • Conduct research, identify and evaluate alternatives, identify process and automation recommendations, recommend solutions, apply best practices, and conduct other tasks necessary to complete research assignments.
  • Identify and recommend industry standard business analysis tools and methodologies.
  • Document progress, communicate status using appropriate means.
  • Follow ITCD SDLC, PMO methodologies/templates, and QM/QA processes as appropriate in accomplishing all aspects of assigned projects.

 


Job Qualifications/ Requirements:



  • Bachelor's from accredited four and two -year college/university in related field.
  • 3+ years hands-on experience with Java, J2EE, EJB, JSP, ORACLE, SQL Server, SOAP, XML, RMI, JNDI, Applets, Servlets, JMS, JDBC, Websphere, .NET
  • One year experience with  MQSeries /JMS /SOA Technology.
  • Experience working with Websphere Integration Developer.
  • Extensive experience with Design patterns and object oriented technologies.
  • Experience with server configurations, Version control, and application deployment, build scripts.
  • SDLC experience and software integration experience.
  • Effective problem-solving skills.
  • Strong business analysis skills.
  • Excellent written and verbal communication skills.
  • Knowledge of criminal history information technology systems is highly desired.
