CSC, in support of the Volpe National Transportation Systems Center, located in Cambridge, MA has an immediate requirement for an experienced Data Architect familiar with data modeling and enterprise architecture. The qualified candidate will have experience with aligning data architecture to the Federal Enterprise Architecture (FEA) Data Reference Model (DRM). The role of data architect involves analysis of the aviation enterprise as it relates to the safety mission of the Federal Aviation Administration (FAA), considering the FAA's current and future business processes, as well as current and planned IT systems. The candidate will perform this analysis with a view towards FAA wide data integration and data sharing with external national/international agencies, and commercial entities in the aviation industry. The data architect encourages a shared understanding of data meanings and definitions and data structures throughout the FAA and documents the intellectual capital of FAA, thereby making explicit the agency's data and related business rules. Experience should include: knowledge of data management and data architecture functions, including physical database design; data migration; at least one major relational database management system; experience with data modeling; metadata management tools and processes; master data management; reference data management; business intelligence; and knowledge of Service Oriented Architecture.


Essential Job Functions
  • Supports the definition of requirements for data collection and data analysis by FAA staff
  • Supports data sharing between industry and FAA, eliciting, negotiating, and defining requirements for confidentiality and privacy, using data de-identification as appropriate
  • Identifies applicable external standards, and tailors/interprets them as needed to meet business needs and culture
  • Establishes data standards and policies for use in new system development and legacy system transformation
  • Supports data architecture modeling and validation sessions with FAA subject matter experts
  • Aligns the FAA Data Architecture to the Federal Enterprise Architecture (FEA) Data Reference Model (DRM) and FAA Enterprise Architecture Products
  • Serves as a resource for data governance functions within FAA
  • Documents technical standards and mentors development personnel in their use
  • Meets with project managers, engineering, and development staff to ensure continuing dialog and promote the discipline of data architecture


Qualification

Basic Qualifications
  • Bachelor's degree in information science, data management, computer science or related field preferred; or equivalent combination of education and experience
  • Nine or more years of experience in data analysis or computer programming
  • Experience working with programming design and coding languages
  • Experience working with industry and government standards, regulations and guidelines in database warehousing and other relevant systems
  • Experience working with information security practices andsecurity software packages
  • Experience working with relational databases



Other Qualifications
  • Familiar with data pattern modeling, particularly methodologies described by David Hay and Len Sliverston
  • Familiar with enterprise architecture frameworks, including: FEAF, DoDAF, Zachman, and Spewak
  • Experienced with use of data modeling tools, such as: ERWin, Power Designer, System Architect, Rational Architect
  • Familiarity with FAA data governance, including FAA's Data Management Policy 1375.1, and FAA's Data Management Strategy would be a plus
  • Self starter demonstrating ability to maintain currency with new technology
  • Strong analytical and creative problem solving skills to resolve highly complex database design issues
  • Possessleadership skills to guide and mentor the work of less experienced personnel
  • Strong interpersonal skills to interact with senior customers, management, peers, and team members
  • Demonstrates soft skills and readiness to use consensus building in decision-making
