Summary:

Plans, directs, and evaluates the work of Development personnel in the delivery of Extract Transform Load (ETL) programming and/or other methods for designing, developing, and extracting data in support of the Data Warehouse.  Communicates with users to develop and maintain a first hand knowledge of their plans, operations, problems, and opportunities.  Assists IM management in refining and enforcing methods and procedures for systems analysis, design, programming and implementation.  Reviews in-progress and completed work for completeness, quality, and adherence to standards.

Essential Responsibilities/Accountabilities

·    Plans, directs and controls the activities of the analysis, design, development, and installation phases of the systems life cycle.

·    Reviews service requests and consults with executive sponsors, requesters, and/or user representatives to clarify intent, discuss problematic areas, and consider alternate solutions.

·    Estimates personnel requirements, costs and time for project activities, and assigns systems resources.  Uses project management tools for effective personnel utilization, to track and report progress, and to ensure compliance with project implementation schedules.

·    Reviews and approves the major deliverables of the systems development methodology, and ensures that all required walk-throughs have been conducted with the appropriate users.

·    Communications with IT for resolution of system problem situations, and on proper, efficient, and cost-effective utilization of resources.

·    Interviews, selects, and trains Development personnel.  Evaluates and appraises performance, and makes recommendations for merit increases and advancements.  Motivates and counsels department personnel to increase efficiency and encourage career development.

Minimum Qualifications

·    BA in Computer Science, Business Administration, Finance or related field and five (5) years related work experience. In lieu of degree, 10 years related work experience.

·    Experience in data warehousing, information access set up, and ETL required.

·    Expertise in structured systems analysis and design, user relations, data gathering techniques, and management information systems.

·    Expertise in relevant programming and job control languages.

·    Expertise in structured programming techniques.

·    Strong analytical, diagnostic, and problem solving abilities.

·    Expertise in project planning and project management.

·    Management and communications skills.
