About the Job

ESSENTIAL JOB DUTIES:  Reports to the Program Director of Ground Combat Training Systems, responsible for the management, performance and completion of single or multiple high technology and/or high value programs. Basic PMP principles of initiate, plan, execute, monitor and control, and close hardware production and system integration programs ranging from $100,000 to $5 million. Sensitive to requirements around integration management, scope management, time management, cost management, quality management, human resource management, communications management, risk management, and procurement/subcontracts management – expertise expected to grow within first 2 years. With assistance from the Program Finance Office, responsible for P&L and monitoring Earned Value Management of program, ensuring the contract is met in the most efficient and cost effective manner. Serve as a primary contact with customer on assigned programs.  Acts as customer to company; acts as company to customer for on-going contracts. Assist Other Program Managers in meeting technical performance within cost and schedule.  Manages, oversees, monitors and approves elements of assigned program activities from inception to completion including proposal development, product design, procurement, subcontracting, manufacturing, testing, delivery, installation and acceptance of products.  Plans, directs, and integrates a cross-functional program team representing various organizations within the company. Establish milestones and controls adherence to program master plans and schedules. Establish budgets and work authorization packages for cost account managers assigned to support program. Perform program financial management to ensure that profit is earned and cash is collected. Actively pursues risk reduction on the assigned program; identifies program issues with sufficient lead for timely resolution. Develop proposals for new business and coordinates Engineering Change Proposals (ECP's).  Reviews and approves technical approach, feasibility and cost estimates for programs. Coordinate proposal preparation, statements of work and specifications, estimation of product/service costs, and the negotiation and administration of contracts. Participates in marketing new technology, developing potential new business, and obtaining follow-on business in conjunction with Business Development. Familiar with the fundamentals of engineering, operations (procurement, subcontracting, and manufacturing), system integration and test, quality assurance, configuration management, logistics, contract administration, and standard business practices.


 


EDUCATION/EXPERIENCE REQUIRED: Four-year college degree, or equivalent, in electronic, software or mechanical engineering or related technical discipline, plus 6-8 years of related technical or engineering experience – strong hardware background is preferred.  Advanced Engineering Degree or MBA is desirable.  Ability to effectively communicate verbally and in writing, make presentations and conduct negotiations with customers, subcontractors and suppliers.  Requires knowledge of government procurement, contracting, and standards and specifications a plus.  Programs related to defense simulation and training centered in the live domain while integrating into virtual and constructive simulations.  Experience in programs related to RF Communications and IT Networking also a plus.  Must obtain a security clearance and be available for limited travel in performance of duties; international and domestic travel required (<25%). US Citizenship Required.
