Director - Contracts

About the Job

Client is seeking a highly motivated Director of Contracts with strong analytical skills for its Herndon, Virginia operation.  Reporting to the VP Contracts, the ideal candidate will have a minimum of 10 years experience in cradle to grave management of Federal Government contracts, subcontracts, teaming agreements, NDA’s, consulting agreements, purchasing and other contractual agreements, including cost proposal preparation, closeout and regulatory compliance.  The candidate will be responsible for the day-to-day administration of contracts, preparing terms and conditions, negotiations, payment monitoring, preparation of modification requests and identification and resolution of problems in a timely manner, as well as participating in proposal preparation.  Detailed knowledge of FAR, DFAR, CAS and related agency implementing regulations is required.  Hands on experience with all types of contracts, including Cost-Reimbursement, Fixed Price, Time and Materials/Labor Hour contracts/subcontracts, GSA Schedules and other IDIQ contract vehicles is also required.  Experience with management of Procurement, including CSPR compliance is a plus.  The selected candidate will possess the ability to manage the Contracts Department, including the contracts, subcontracts and purchasing functions.


 


Responsibilities include:



  • Serves as the deputy to VP Contracts in all capacities

  • Serves as the point of contact for Government Contracting Officers, auditors and internal management.

  • Negotiating/administering contracts and various contracting agreements.

  • Documenting financial and contractual risks and key contract terms and providing recommendations to VP of Contracts.

  • Analyzing RFP’s or similar government solicitations and providing input to proposal teams and senior management.

  • Coordinate with internal and external resources to ensure that international agreements with subcontractors and vendors remain compliant with local, international and US laws and regulations.

  • Negotiate complex agreements, including prime and subcontract arrangements, licensing agreements, professional services agreements, Teaming Agreements, etc.

  • Monitoring contract execution against plan and funding, and preparing timely status reports and management notifications.

  • Identifying and reporting potential financial risks, contractual pitfalls and conflict of interest conditions.

  • Negotiating flow down terms and conditions with subcontractors.

  • Capable of working independently, pro-active in identifying weak areas, recommending solutions and working with Division management to implement solutions.

  • Serves as senior contracts resource to ensure compliance with applicable federal contracting related policies, procedures, regulations, and laws.

  • Manages Contract Department personnel and functions, including Contracts, Subcontracts, and Purchasing, and contract close-out.

 


Position Requirements:


BS/BA degree with minimum of 10 years experience in contracting field


Familiar with USG international procedures and export compliance areas


Lead contract negotiations, including discussion of costs and terms


Highly motivated, problem solving person that works well as part of a team and independently and with the ability to handle multiple activities


Strong Microsoft Office skills
