AGS is currently seeking qualified and experienced professionals of all levels for various positions located in the United States and abroad.Purpose: This position provides leadership and direction for the Environmental, Safety, Industrial Hygiene, Training and Pest Management activities of the EH&S Directorate.
Essential Duties and Responsibilities
1.Directs a professional team encompassing a wide range of functions within EHS:
a.Interviews, selects and places candidates into open positions. b. Evaluates staff, comparing objectives and achievements in the assessment. c.Coaches employees in their professional career development and process improvements. d.Issues discipline whenever required.
e.Recommends termination or contract non-renewal when appropriate. 2.Plans the strategic direction of the department, aligning it with the overall business plan and strategy of the company. 4.Develops and delivers monthly briefings. 5.Maintains up-to-date information and knowledge on new developments in the areas of Environmental, Safety, Industrial Hygiene, and Pest Management. 6.Performs other related duties as required.
SUMMARY OF RESPONSIBILITIES:
Responsible for developing, establishing and maintaining policies, programs and procedures which ensure compliance with safety and environmental requirements established by the Overseas Environmental Baseline guidance Document (OEBGD), Kuwait Final Governing Standards (FGS) applicable Army regulations, and contract provisions. Interfaces with senior management in US Army and within CSA, Ltd. Provides overall management of safety (includes industrial hygiene and radiation safety) and environmental programs to ensure compliance, prevention, restoration, and natural and cultural resources management are met. Serves as the Departments point of contact (POC) for all ISO 9000 and 14000 related activities, including internal audits, program reviews and certifications. Provides leadership and oversees the activities of 2 Department Managers and their programs to include Environmental, Pest Management, Safety, Industrial Hygiene, and Training.
Safety/Industrial Hygiene - Develops and administers the company’s CSSC-K and ASG-KU Safety Programs. Monitors the activities of personnel engaged in the implementation and execution of the company’s and ASG-KU Safety Programs and perform periodic on-site safety program evaluations. Provides technical safety guidance and establishes company safety position on controversial issues. Evaluate safety and industrial hygiene inspections and accident investigations performed by Managers, Supervisors, Industrial Hygienists, and Safety Specialists. Determines trends and
implements appropriate preventive measures were applicable. Reviews where applicable, engineering plans (design and specification) for new construction and alteration or modification to existing facilities and procedures to ensure compatibility with safety requirements. Performs review and quality control of industrial hygiene surveys, including air sampling, ventilation system analysis, and personal protective equipment recommendations. Supervises Safety & Training Department Manager and provides guidance to all other safety and industrial hygiene personnel.
Environmental - Provides technical oversight and management of all compliance, pollution prevention, restoration, and natural resources and endangered species programs for the ASG-KU area of operations as stated in the CSSC-K contract. Regularly interfaces with senior US Army environmental, engineering, and command personnel. Provides leadership and technical guidance in the areas of hazardous waste, hazardous materials, polychlorinated biphenyls (PCB), asbestos, spill planning, wastewater, drinking water, restoration, pollution prevention and medical waste management. Responsible for all aspects of hazardous material/waste handling, storage, sampling, characterization, transportation, and disposal to include interface with DRMO and the Kuwaiti EPA. Reports directly to the Project Manager, President, and ASG-KU Commander on matters concerning HAZMAT spills/emergencies. Ensures that all ASG-KU contractor personnel follow the applicable standards and requirements of the U.S. Army, Overseas Environmental Baseline Guidance Document (OEBGD), and Kuwait Final Governing Standards. Supervises Environmental Branch Manager and provides guidance to environmental specialists and engineers as needed. Pest Management – Provides oversight and management for the ASG-KU Pest Management Program. Ensures that the program meets all requirements of the CSSC-K contract, US Army regulations, OEBGD, and the Final Governing Standards of Kuwait. Responsible for ensuring the development and implementation of the Integrated Pest Management Plan (IPMP).
Essential Knowledge, Skills and Abilities:
1.Education:A bachelor’s degree in industrial safety and/or environmental science is required. Masters degree in Safety or Environmental areas strongly desired.
c. Experience may be substituted in place of graduate education, if directly related.
2. Experience:
a. A minimum ten years credible experience in environmental engineering and/or safety (industrial hygiene) management is required.
b. Experience at an overseas military installation desired.
3. Cert/Reg/Licensing:
a. Professional Engineer (PE), (Environmental or Safety Engineer), Certified Safety Professional (CSP), Certified Industrial Hygienist, (CIH), or Certified Hazardous Materials Manager (CHMM) required.
b. A valid driver’s license, and the ability to obtain a U.S. Government Motor Vehicle Operator’s License and Kuwait Driver’s License, is required.
4.Skills:
a. Ability to demonstrate leadership and management skills, in a professional demeanor, is required.
b. Ability to work effectively with employees and management of all levels [to include multi-national staff, superiors, and ranking military officers].
c. Ability to exercise discretion and good judgment, with an ability to understand the effect of decisions overall in the company, is required.
f. Must have strong analytical skills, including the ability to extract and compile data for analysis.
i. Detail-oriented with a high degree of accuracy, is required.
j. Intermediate proficiency in Word, Excel, and Outlook applications, is required.
m. High-level organizational and planning skills, so that workflow is managed efficiently and accurately is required.
6. Clearance/License:
a. A valid driver’s license, and the ability to obtain a U.S. Government Motor Vehicle Operator’s License and Kuwait Driver’s License, is required.
Work Environment and Physical Demands
1. Indoor and/or outdoor environment. 48-hr. work week.
2. May be required to work an uncommon schedule including nights, weekends
and holidays.
3. Must be able to work in extreme environmental conditions including dust
and high temperatures - Up to 130 degrees in the summer months.
4. Must be able to work overtime and evenings, as mission requires.
5. Must have professional appearance consistent with local customs.
6. Required to observe all safety, security, and health requirements for office,
warehouse, and outside environment.
