Responsible for executing the mission and functions of The Environmental Compliance, Safety, Health & Quality Assurance Directorate at the Hawthorne Army Depot, Ensure compliance with Corporate, State, Federal, rules, regulations, treaties and guidelines and for contractual obligations pertaining to the responsibilities of the position. Customarily and regularly directs the work of two (2) or more employees. Has the authority to hire and fire other employees or to recommend hiring firing, promotion, or change of status of employees. Work requires the exercise of discretion and independent judgment. 1. Serve as Director and principal staff officer for Environmental, Safety, Health and Quality Assurance Systems and Initiatives. Establish goals and objectives for the Directorate. 2. Through Managers, provide for Industrial Safety activities, Environmental Protection and Compliance services, and Quality Assurance functions as appropriate and required. 3. Identify contractual requirements and State, Federal, or Department of Defense. Establish, implement and maintain programs, procedures databases and systems to ensure that all work is performed safely, securely, professionally, and without detrimental impact to the environment. 4. Establish and maintain a vigorous safety program that focuses line managers and all employees on safe behavior at all times. Provide Industrial Medical services at the Depot. 5. Develop and manage a Quality assurance program that ensures services and materials purchased or performed meet pre-established quality standards. 6. Establish and maintain corporate policies that insure appropriate measures are in place to protect the environment at each corporate work site. 7. Partner with depot management, at every level, to apply best practices, continuously improve safety, environmental performance, quality of service and effectiveness while recognizing cost/benefit realities. 8. Maintain an independent internal audit function ensuring compliance with contract requirements and best business standards. 9. Coordinate with depot and corporate management in performing root cause and trend analysis, to identify emerging trends that threaten high quality or safe performance. 10. Responsible for providing oversight and leadership within the guidelines of the Defense Industry Initiative Program. 11. Should be able to obtain and maintain a valid driver’s license unless physically unqualified to obtain such a license. 12. Perform other duties of the same or lower level of difficulty as assigned. May be assigned occasional duties of a higher level of difficulty than those listed above. POSTING IS PRE-CONTRACT AWARD.
