Purpose Direct the planning, budgeting, design, building and project management of remodels and new store construction for the company within assigned markets. Assists the VP RESD in the planning and delivery of the annual capital budget in accordance with annual planning commitments for assigned geography. Coordinates design, planning, and execution of capital projects with other business functions as needed. Coordinates and directs the overall activities of the Project Management Team in the assigned areas of responsibility while ensuring that the quality, cost, and schedule requirements for the completion of work in accordance with the terms of all contract documents are met. Responsible for high level oversight and administration of payments on contracted work in accordance with all contract terms. Central point of contact, internally and externally, for Store Development activities and issues related to capital expenditures for assigned areas of responsibility. Acts as central point of interface for banner management, functional area business owners, and licensee/wholesale customers (“Project Stakeholders”) relative to architectural design, project management, and construction issues associated with new and remodel projects. Provides ongoing coordination and communication to Project Stakeholders to ensure effective execution of plans. Serves as the central point of contact for senior management and Project Stakeholders relative to the capital activity in areas of responsibility. Provides ongoing coordination of all construction and project management activities in support of store development activity including providing regular status reports to senior management, Project Stakeholders and the Vice President RESD as required. Provides direction to Project Managers and Project Specialists (“Project Management Team”) on new stores, remodels and other capital expenditure projects as required. In coordination with other PMC Directors, Director of RESD Business Systems, and Vice President of RESD, evaluates and implements business process and technology improvements within the project management and construction function. Provides ongoing training and internal review and audits/reporting to ensure company’s policies and standards are maintained. Assists VP RESD with developing and maintaining annual operating and 3 year capital plan projections for assigned areas. Provides input and assists in regular business reporting, including tracking of deliverables and key metrics as required. Reviews and approves budgets and contractor/vendor payments, and project cost tracking for all contracted work. Directs department activities relative to architect, consultant, and contractor identification, qualification, regular evaluation. Oversees bidding and contract negotiation for all outside vendors in accordance with internal policies and procedures and industry best practices. Leads continuous process improvement efforts, serves as a catalyst and collection point for best practices in areas of responsibility including, but not limited to, serving on Best Practice, Process Improvement, and Design/Criteria Committees as well as other task force/committees as assigned by VP RESD to drive productivity improvements and ensure effective change management and execution. Implements technology and standards improvements. Acts as change leader; ensures associates are adequately trained on new processes; analyzes and recommends work process revisions; implements process revisions; documents and tracks embedment of new processes, and assists in the evaluation, development, and implementation of new technology. Facilitates AOR, EOR, construction contractor, and consultant (“Contractors”) monitoring and evaluation. Responsible for creating a pool of competent Contractors including regularly evaluating their performance; eliminating poor performers; seeking out diverse Contractors as partners and achieving department goals relative to contractor/vendor diversity for assigned area of responsibility; training Contractors on changes to criteria and new systems (e.g. - PROMAC) and processes as required; and ensuring competitive fees and bids. Evaluates and responds to outside inquiries from vendors, consultants, and contractors seeking to provide services. Monitors and analyzes lists of pre-qualified construction contractors for competitive bidding. Regularly reviews construction contractor qualifications in accordance with company standards (and documents the same as required) in order to determine if further review/disqualification is warranted. Provides direction and oversight to Project Managers related to Contractor related issues including bonding, change order and payment issues/disputes, etc… Responsible for assigning projects to both project managers and external Contractors (e.g. – architects, negotiated, design/build contracts, etc…) where a competitive bid process is not used including ensuring that company policy is being met relative to non-competitive bid contracts. Responsible for monitoring and tracking costs associated with the use of any external vendors where a competitive bid process is not involved in order to ensure that cost and quality is acceptable. Assists in the formulation of the broader scale development prioritization, long-range goals and strategic planning concerning Store Development capital activities for assigned area of responsibility. Responsible for overseeing the preparation of new store and remodel project budgets. Provides coaching, training and leadership to Project Managers relative to appropriate budgeting methodology. Completes post audit review of budgets against actual cost in order to improve budgeting process, methodology, and accuracy. Obtains and distributes post audit and database information to project managers as part of training and budgeting improvement efforts. Acts as a gatekeeper for approval of change orders after a project’s scope and budget are approved. Reviews and approves project related expenditures and change orders for contract work within assigned approval authorities. Responsible for monitoring ongoing costs for compliance with approved budgets including regular project budget variance reporting. Monitors and regularly reviews cost tracking methodology, competency, and reports generated by the Project Managers to ensure that the appropriate training is completed, Project Manager competencies exist, and adequate efforts are being made to track project costs accurately. Ensures that Project Management team members monitor, report, manage, and are held accountable for keeping projects within approved budget amounts. Responsible for the development, training, mentoring and the performance evaluations of Project Management team members ensuring that the appropriate successor training and performance feedback is provided. Technical advisor to all Project Stakeholders as required. Ensures means and methods are in compliance with company’s criteria and design parameters. Evaluates projects for compliance to company standards, processes and quality requirements to ensure standards are met. Creates, monitors, and takes accountability for administrative budgets within areas of responsibility. Identifies various ways through both project scope and design and procurement of equipment and services to reduce overall costs for capital projects in areas of responsibility. Engage and work with SVU’s Store Design Services Group on overflow projects as required. Provide SDS with constructive feedback on cost and value of services and work to help SDS improve efficiency and overall value of services. Facilitate the store planning process by providing schedule of required fixture plan completion dates to store planning, tracking status of fixture and merchandising plans; work with Director of Store Planning to establish process for completing internal banner/division review. Train Project Managers to provide feedback, including cost and benefit tradeoffs of various project scope options in order to maximize sales growth and return in light of budget constraints of individual projects Assist in organizing and management of plan review meetings with Store Planning managers and Project Stakeholders.
Scope
Will supervise 4 to 12 associates directly and possibly additional associates indirectly. Provides direction, oversight and performance evaluation and feedback to 4-12 Project Managers/Specialists. Provides indirect supervision of Real Estate and legal members of the Store Development Team(s) as it relates to Director’s areas of responsibility. Assigns Project Management team members to projects. Instructs them in the proper performance of work, and familiarizes them with Company rules and regulations. Supervises, reviews, schedules, and coordinates the work activities of assigned associates within areas of responsibility. Makes recommendations to the VP RESD concerning personnel actions including hiring, termination, promotion, and salary increases. Evaluates the work of subordinates and conducts regular performance appraisals. Trains, mentors, and develops all assigned associates within assigned areas of responsibility. Maintains formal and informal channels of communication; encourages the expression of new ideas, suggestions, and opportunities; and reviews them for appropriateness and further action. Provides supervision and oversight to outside Architects, Engineers, Construction Contractors, and Consultants
Job Requirements
Bachelor’s degree in architecture, engineering, construction management or related field required. Masters of Business Administration or other advance degree preferred Professional license in Architecture, Engineering, or other acceptable related field preferred. 7-10 years of previous experience as a Project Manager, Construction Manager or other related areas of Real Estate development required. Prior people management experience including strong competencies in talent identification and development, coaching, mentoring, and strong self awareness and emotional intelligence required. Prior experience with extensive knowledge of retail store development, operations, equipment and construction required. Must possess high level negotiation and communication skills, both written and verbal. Must have the ability to represent the Company’s best interests with the highest degree of integrity to Licensees, wholesale independent customers, outside professionals and vendors. Ability to effectively interact and communicate with company, banner, divisional, wholesale, and licensee executives, and a wide variety of people both inside and outside of the company in a professional manner. Must possess leadership, organizational, and supervisory skills, as well as have the ability to work with and through others to ensure that the desired results from the implementation of projects (people/process/technology/financial) are achieved. Analytical skills and knowledge necessary to identify opportunities and make recommendations for improvements based on a solid understanding of the business and competitive landscape, and market trends. Strong understanding of the company’s financial and project reporting systems. Ability to work within company financial applications and manage work within company systems and controls. Understanding of compliance and managing risk within the Companies framework of standards. Travel up to 50% may be required
