    Responsibilities:

    Directs and coordinates activities within the assigned scope of services for Quality Management Services Ambulatory Care division. Responsible for providing effective leadership and program direction for Ambulatory Care services district-wide related to quality and regulatory requirements. Assist with coordination of infection control and safety management support functions for the Community Health Program.  Possesses managerial, team building and communication skills in leading a diverse group of individuals in performing a variety of functions.  Works with all Medical Staff Services, Nursing, and Allied Health and/or Support services to ensure successful resolution and outcome.  Acts as an information resource for committees and departments, as well as integration of ancillary and medical staff.  Assures that an effective educational program exists within the division that will demonstrate professional competency.  Serves as a change agent. 

    TYPICAL DUTIES THAT MAY BE PERFORMED:

    1.  Plans, organizes, coordinates, and directs the activities of the Ambulatory Care division.
    a.  Assures the efficiency and accuracy of indicator, focus, and quality  review processes within scope of service.
    b.  Monitors, analyzes, evaluates operations/services provided and pursues opportunities for improvement.
    c.  Addresses and resolves identified problems.
    d.  Plans, prepares, and monitors department budget.
    e.  Develops productivity standards and effectively utilizes staff to maintain productivity & efficiency.
    f.  Prepares, submits, manages and controls budget for division as per HCH D and department requirements.
    g.  Assesses, plans, coordinates, and conducts staff development programs and
    orientation.
    h.  Initiates personnel actions such as hiring, promoting, counseling, transferring
    termination, and other actions, as necessary.
    i.  Evaluates employees and completes performance appraisal supported by  appropriate documentation according to schedule.
    j.  Develops and maintains divisional policies and procedures for assigned areas.
    k. Compiles, prepares, and provides departmental/divisional reports.
    l.  Formulates, revises, reviews job descriptions/addenda as necessary.
    m.Identifies, develops, implements and evaluates divisional goals, & objectives.

    2.  Coordinates and conducts performance improvement focuses, aggregates, trends, analyzes and reports review outcomes for medical staff, ancillary departments and committees.

    3.  Assist with coordination of infection control activities for the Community Health Program facilities.

    4.  Coordinates safety management program for the Community Health Program in  collaboration with the Safety Officer

    5.  Actively participates and works with the Quality Management Systems Coordinator in assuring the implementation of the Harris County Hospital District Performance Improvement Plan.

    6.  Coordinates onsite reviews by regulatory agencies and Third Party companies.

    7.  Monitors, tracks and reports compliance status of regulatory requirements within assigned scope of services.

    8.  Coordinates information flow between the hospital district and regulatory agencies.

    9.  Participates &/or serves as facilitator for internal/external regulatory programs, committees and task forces as assigned

    10.   Standardizes outpatient operations as it relates to internal process for QA/IC/Safety

    11.  Serves as internal liaison between administration, medical staff, HIM, finance, and other departments.

    12.  Interfaces with administration, department heads and Medical Staff relevant to activities and information generated by Quality Management Services.

    13.  Participates in development of orientation, reference materials for medical staff.

    14.  Maintains professional growth and development (internal/external).

    15.  Participates in staff development programs and meetings

    16.  Assist with development/review/revision of departmental policies and procedures as requested/assigned.

    17.  Maintains confidentiality and cooperation in dealing with patients and personnel.

    Qualifications:

    Education/Specialized Training/Licensure:
    Bachelors Degree in Nursing required
    Masters Degree preferred
    Current, valid Texas RN license
    Certified Professional for Healthcare Quality

    Work Experience:
    Five (5) years utilization management and perform improvement in a large health care facility.   Five (5) years experience in a health care setting.

    Other Requirements:
    Knowledge of JCAHO, CMS, NCQA, Center of Medicare/Medicaid Services, Managed Care and other state and federal regulations.

    Schedule/Shift:
    May require extended hours on weekend/holidays for special projects and extenuating circumstances.
