Position Summary
Directs the trade compliance functions within the DRS Trade Compliance Office (“TCO”.) Establishes trade compliance policies and procedures for the corporation. Serves as an Empowered Official. Provides expert guidance on regulatory matters relating to international trade compliance. Assists the VP, Trade Compliance in the management of the DRS Trade Compliance Office and the development and implementation of the overall DRS Trade Compliance program.
Duties and Responsibilities
· Directs the activities of the Corporate Trade Compliance Team (Sr. Manager, Manager, & Specialist) and the DRS Empowered Officials relating to the DRS Trade Compliance Program.
· Establishes and maintains DRS trade policies, procedures and guidelines that drive compliance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), the Foreign Assets Control Regulations and Bureau of Alcohol, Tobacco and Firearms Regulations.
· Leads DRS's trade compliance audit program through regularly scheduled self-assessments, topical audits, comprehensive audits and follow-up audits.
· Oversees the development and implementation of compliance tools, resources, and training programs.
· Directs investigation of all potential violations of the trade regulations and completion of all related corrective actions, including voluntary disclosures to the U.S. Government.
· Provides day-to-day assistance to the businesses on compliance with the ITAR, EAR and other trade regulations.
· Ensures all submissions to the U.S. Government are timely, professionally prepared, accurate and complete.
· Performs continuous analysis of trade regulations to ensure the timely provision of guidance to the businesses and implementation of procedural changes that ensure compliance with dynamic trade regulations.
· Conducts periodic risk assessments; identifies areas of risk, initiates corresponding corrective action and tracks corrective actions through implementation; maintains metrics on key risk areas.
· Prepares periodic trade reports for the VP, Trade Compliance.
· Elevates compliance concerns to the VP, Trade Compliance.
· Assists in the management of the Export Compliance Council and the annual DRS Trade Compliance Conference.
· Other duties as may be assigned.
Basic Qualifications
· 7-15 years in the field of international licensing and trade compliance
· Minimum of Bachelors degree, preferably in international affairs, international business or a related area (or equivalent in education and experience).
· Applicant must be U.S. citizen
· Must have or be eligible to receive Secret level security clearance
· Detailed working knowledge of International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR).
· Working knowledge of U.S. Customs Regulations, Foreign Assets Control Regulations, Antiboycott Regulations and Alcohol, Tobacco and Firearms Regulations. Knowledge of U.K. export regulations and Canadian export regulations desired, but not required.
· Travel (both domestically and internationally) is required at least 25% - 50% of the time in this position
· Strong written and oral communication skills
· Must be a strong leader; ability to effectively interact with a variety of corporate and government personnel
· Ability to prioritize in a high-volume, multi-tasking environment
· Must be able to quickly synthesize technical and program information and apply regulatory requirements
· Must exercise excellent judgment and make decisions based on clear understanding of the regulations
