About the Job

PlantCML an EADS North America Company assist first responders (Police, Fire, Medical) in saving lives. Our primary focus is providing critical communications systems and services into the Public Safety 9-1-1 market in the United States. SUMMARY

Under limited supervision, plans, organizes and directs the activities of the EADS Secure Networks Engineering staff in Frisco, TX. This position is responsible to deliver Executive Management Team (EMT) approved Land Mobile Radio, Public Safety grade, mission critical systems level design solutions (i.e. RF Coverage, IP Network, Ancillary interfaces, etc.) to EADS’ Secure Networks staff within mutually agreed development cost and delivery schedules, as modified from time to time as a result of changing market conditions. Responsibilities also include maximizing the System/Networks Engineering department’s throughput and productivity as well as regularly track and report on the status of systems solutions for RFP and actual contract awards as delivered and budget performance. Manages departmental staff within personnel management guidelines established by the Human Resources department.

 

ESSENTIAL DUTIES, RESPONSIBILITIES AND COMPETENCIES

Organizational Development

·         Implement, and change as required, an organizational structure that supports EADS’ long-term business objectives and published key short-term initiatives.

·         Develop, improve, document and implement changes to existing departmental philosophy, policies and procedures to maximize productivity and meet other business objectives.

·         Participate as required in EADS/PlantCML’s recurring strategic planning effort. This would include the development of strategic initiatives and regular reporting requirements related to Systems/Network Engineering.

·         Foster a work culture and general attitude in the department that is consistent with EADS’/PlantCML’s business objectives.

 

Staffing Assignments

·         Assign direct or contracted Systems/Network Engineering labor resources as required to meet agreed to RFP and awarded systems schedules.

·         Reallocate labor resources as required.

·         Establish and manage to labor utilization objectives for department staff.

·         Regularly report on, with explanation, labor utilization objectives and variances.

·         Work with Human Resources on recruiting requirements, staying within approved budgetary limits.

 

Budgeting / Costing

·         Assigns/approves the creation of annual departmental operating budgets in conjunction with department managers.

·         Same as above regarding annual department capital budgets with justification analysis.

·         Regularly report on, with explanation, approved department budget performance year to date.

·         Prepares and/or authorizes purchase requisitions in accordance with EADS’/PlantCML’s purchasing policy.

 


Supervision

·         Develops and maintains an effective, productive department through proper staff selection, training, mentoring and assignment of personnel.

·         Fosters employee communication, growth and involvement.

·         Monitors employee performance including, but not limited to, writing and administering performance evaluations. Works with Human Resources to determine increases and position salary ranges, hiring, performance issues, and terminations.

·         Ensures personnel policies and procedures are met.

·         Maintains and/or approves records pertaining to department staff.

 

SKILLS AND QUALIFICATIONS

·         BSEE or related degree and related experience. Related degrees require equivalent combination of education and related experience.

·         Demonstrated strong general management experience for a group of technical design departments, preferably 50+ employees, including the ability to recruit, train, mentor, assess performance and conduct performance reviews.

·         Strong staff management experience of technology based systems development teams. Ability to plan, prioritize, assign, and manage multiple projects.

·         Proven ability to develop land mobile radio systems solutions based on customer needs within a phased approach, and communicates resulting direction. Able to develop supporting Statements of Work (SoWs).

·         Demonstrated public safety grade mission critical radio, radio backbone, and ancillary function (i.e. dispatch consoles, mutual aid channel interfaces) network architecture experience. Demonstrated ability to identify and communicate cross-departmental technical issues. Ability to set corporate technical direction and influence others to comply.

·         Proficiency with various land mobile radio system design technologies (e.g. RadioSoft’s EDX, Mentum’s PlaNET, RCC Comsite, etc.).

·         Proficiency with various telecommunications backbone technologies and architectures (e.g. microwave, fiber, MPLS, IP backbone/switching, etc.).

·         Proficiency with radio system disaster recovery plans and system redundancy architectures.

·         Proficiency with public safety and business industrial radio band plans and applicable FCC rules. Cognizant of current public safety radio environment issues (e.g. 800 MHz rebanding, 700 MHz transition, etc,).

·         Proficiency with Microsoft technologies, database design and access mechanisms (e.g., ODBC) and with PC-LAN associated protocols (e.g., TCP/IP, IPX/SPX, NetBEUI).

·         Proficiency with software development tools within an MS operating system environment.

·         Experience with client-server architectures for internal and external customers.

·         Ability to assess financial aspects of a system pricing/cost proposal/analysis; excellent math skills.

·         Ability to research technical and business data and provide clear, understandable documentation.

·         Strong leadership, negotiation, problem solving and team building skills.

·         Excellent communication skills, both verbal and written. Ability to develop white papers and technical articles for publication. Ability to communicate to customers at appropriate technical level to ensure customer trust and acceptance.

·         Ability to foster teamwork and resolve problems expeditiously and positively.

·         Ability to define problems, collect data, establish facts, and draw valid conclusions.

·         Ability to prioritize and plan multiple tasks as well as assigned projects.

·         Ability to work independently, as well as with others.

·         Ability to work well and productively in a fast-paced environment.

·         Ability to work the required hours of the position.

·         Ability to travel 25% of the time.

 

DESIRED SKILLS AND QUALIFICATIONS

·         MSEE or relevant advanced degree.

·         Experience in software application development using C, C++, and/or Visual Basic programming within an MS operating system environment.

·         Experience in digital/analog/audio system interfaces.

·         Experience with MS SQL database engine.

·         Experience with Web application development.

·         Experience and/or knowledge in telephone network, telephone switching, 9-1-1 network, and computer telephony.
