Job Description

 

JOB SUMMARY:

Provide centrally managed law enforcement radio monitoring with event logging and recording, alarm monitoring of intrusion detection systems, and emergency dispatch, incident reporting,.  In addition, the National Law Enforcement Control Centers (NLECCs) will provide after‑hours emergency phone coverage for USPIS.

 

 

ESSENTIAL FUNCTIONS

Additional duties may be assigned, and functions may be modified, according to business necessity.  All assigned duties or tasks are deemed to be part of the essential functions, unless such duties or tasks are unrelated to the functions listed, in which case they are deemed to be other (non-essential) functions.  Dispatchers are held accountable for successful job performance.  Job performance standards may be documented separately, and may include functions, objectives, duties or tasks not specifically listed herein.  In performing functions, duties or tasks, dispatchers are required to know and follow safe work practices, and to be aware of company policies and procedures related to job safety, including safety rules and regulations.  Dispatchers are required to notify superiors upon becoming aware of unsafe working conditions.  All functions, duties or tasks are to be carried out in an honest, ethical and professional manner, and to be performed in conformance with applicable company policies and procedures.  In the event of uncertainty or lack of knowledge of company policies and procedures, dispatchers are required to request clarification or explanations from superiors or authorized company representatives.

 

• Operate and monitor communications via the USPIS radio communications network.
• Coordinate first responder notification.
• Answer all telephone calls and document all pertinent information.
• Receive and transmit communications on National Crime Information Center (NCIC) and the National Law Enforcement Telecommunication System (NLETS) inquiries.

• Monitor intrusion detection systems following automated alarm monitoring software instructions, initiate internal or police response based on defined criteria, accurately capture event information, confirm accuracy of data recorded in the alarm database, and interact with Postal employees including Inspectors, customers, and police departments.

§  Access to various intelligence information as required.

• Ensure all equipment and software located in the NLECC is functioning properly.  Immediately report any and all equipment malfunctions to the Lead Dispatcher.
• Knowledge of all Standard Operating Procedures (SOP’s)
• Ensure proper care for personal accountable items issued for job performance while on site.

• Monitor after-hours phone traffic
• Will participate in a 90 day probationary period which includes an evaluation for continued employment.

 

 

MINIMUM QUALIFICATIONS AT ENTRY

        All contract dispatcher personnel assigned to the Postal Service NLECCs must meet the following minimum requirements:

 

A.     Be a citizen of the United States of America and 21 years of age or older;

B.     Have a minimum 6 months previous satisfactory work experience as a, law enforcement dispatcher, or dispatcher in civilian or military environments or 6 months experience in central station alarm monitoring or 6 months experience as a security dispatcher. 

C.     Be capable of maintaining professionalism under highly stressful situations;

D.     Be literate in the English language to the extent of reading and understanding printed regulations, written orders and instructions, training instructions, and be able to compose reports which convey complete information;

E.      Be capable of hearing ordinary phone and radio conversation with either ear;

F.      Posses strong computer and data entry skills, including knowledge of word processing, spreadsheet, and email software.   Experience with alarm monitoring software is desirable;

G.     Must have the ability to interact professionally with co-workers, Postal employees, customers, management and the public;

H.     Possess ability to prioritize work from different communication sources (radio, telephone, alarm monitoring software) and reprioritize as needed;

I.        Ability to work shifts covering a 24 X 7 schedule;

J.       Must be able to communicate effectively in English to co-workers, Postal employees, customers, and management;

K.     Advancement will be contingent upon completing APCO, DCJS, or similar dispatcher certification;

L.      Possess an interim Sensitive security clearance.

 

Education/Experience:

High School Diploma or G.E.D. and 2 years of related experience, or an equivalent combination of education and experience sufficient to perform the essential functions of the job, as determined by the company.

·         Ability to carry out instructions furnished in written, oral, or diagrammatic form.

·         Ability to maintain professionalism during times of stress and unusual circumstances.

·         Must possess professional telephone etiquette.

·         Must possess ability to adapt to changes in the working environment.

·         Ability to use computers to enter data and write routine correspondence to include logs and incident reports.

·         Must possess strong organizational skills.

·         Must possess strong customer service skills.

·         Must possess excellent interpersonal skills with the ability to interact effectively with management, staff, and within team environments.

·         Must obtain NCIC/NLETS certification within 6 months of obtaining final Sensitive security clearance.

 

 

Working Conditions and Physical/Mental Demands

·         Successful passage of background, reference, and controlled substance tests.

MINIMUM QUALIFICATIONS:

·         U.S. citizen

·         18 or 21 years of age

·          High School Diploma or Equivalent

·          Must be able to meet state/county licensing requirements for Security Officer

·         Excellent verbal and written communication skills

·         Courteous telephone manner and customer service skills

·     Ability to pass a background check, personality assessment and drug screen

·      Ability to obtain and maintain a government security clearance

·      6 Months 911/dispatcher experience is required to be eligible
