Targa Resources, Inc. (Targa) is a leading provider of midstream natural gas and NGL services in the United States. We own and operate approximately 12,090 miles of natural gas and NGL pipelines, with natural gas gathering systems covering approximately 14,400 square miles and 21 natural gas processing plants located primarily in the Permian Basin, Texas, New Mexico and Louisiana regions. Targa is currently seeking an ES&H Specialist for their facility located in Lake Charles, LA.

Job Responsibilities
This position is located at the Lowry Gas Plant and provides ES&H support for the following facilities:
• Hattiesburg, MS Storage and LPG Terminal
• Stingray, Barracuda, and Lowry Gas Plants
• Pelican and Seahawk Pipelines

The responsibilities of this position require the following:
• Title V: Ensuring monitoring, recordkeeping, and reporting compliance with all Title V operating permits. Preparing deviation reports and annual compliance certifications. Working to implement and improve compliance tracking systems.
• Coordinate air permit filings and renewals including Title V renewals and amendments.
• NPDES, LPDES, and Storm water – Ensuring compliance with all site water and wastewater permits. Includes oversight of testing schedules and laboratories, review and gathering of DMR data, reporting of noncompliance, and coordinated work with consultants and contractors on any permitting activities, as needed.
• SPCC and SWP3 – Ensuring compliance with all plans and initiating updates as needed.
• Remediation – Assisting with spill response and remediation activities, as needed.
• Spill and release reporting to National Response Center, LDEQ, or Police.
• CERCLA, SARA, and State Superfund programs. Gathering and reporting data, as needed. Working with Corporate ES&H during SARA reporting.
• RCRA. Ensure compliance with the site waste management plans, ensure compliance with all generator standards. Complete annual hazardous waste report.
• Process Safety Management. Coordinate PHA revalidations. Complete PSM audits. Write and update Mechanical Integrity Plans, as needed.
• Safety. Serve as trainer during annual block training. Evaluate and recommend third party training.
• Coordinate Incident Investigation Teams. Complete Incident Investigation Reports and coordinate completion of action items.
• Train, coach, and assist facility personnel in designing processes and procedures that assure compliance with ES&H regulations and industry best practices.
• Provide assistance in resolving issues concerning ES&H compliance through research and conferring with appropriate Technical Services personnel.
• Provide support to facility personnel for compliance assistance and reporting.
• Assist with compliance audits, as needed. Facilitate resolution of issues generated from reviews, inspections, and incident investigations.

Minimum Essential Qualifications
• B.S. in Engineering, related field; or Environmental Management degree
• 5+ years of related experience in a manufacturing or consulting environment.
• Intermediate level desktop computer skills using Microsoft Word, Excel and PowerPoint.
• Legal authorization to work in the US on a full-time basis for anyone other than your current employer.
• Physical ability to work out in the plant site and accompany regulators on plant tours.
• Fluent English verbal and written skills.

Preferred Qualifications
• Oil and Gas related experience.
• Ability to interface effectively with all levels within the company as well as organizations outside the company (regulatory agencies, contractors, consultants).
• Effective project management skills
