


Specific skill sets required include (or at least a portion of):
· A fundamental understanding of the power delivery system from generation to transmission. This would include both equipment used and appropriate protection schemes. Fundamentals of equipment would be transformers, power circuit breakers, switches, etc. Specific protection would include relaying schemes (Transfer Trip) and Remedial Action Schemes (RAS).
· A understanding of the data collection equipment used on the transmission system. This would include SCADA, Digital Fault Recorders (DFRs), Network Management Systems (NMS), Phasor Measurement Units (PMUs), Etc.
· Good understanding of telecommunication transport mediums. This includes SONET, Radio (Analog & Digital), Copper Wire, Fiber Systems.
· Good understanding of supporting telecom related equipment and how it operates. This would include channel banks, GPS, batteries & chargers, etc.
Ideally the candidate would have Electric Utility Experience and understand the power grid in the Northwest. This experience could be gained by working in other electric utilities in this area including but not limited to PacifiCorp, Puget Sound Energy, Portland General Electric, Etc.
Goal of this Assignment
The object of this assignment is to provide Communication & Control [C&C] Planning engineering help with reimbursable study requests and other capital projects; C&C Planning is in Support Services for Network Planning (TPM).
Description of typical work assignments:
Work associated with this statement of work will be directly related to the C&C Planning assignment’s for reimbursable study requests and capital projects which includes plans for communications, control and data systems which affect the transmission system.
Typical work assignments include, but not limited to:
· Working within a team to provide C&C plans-of-service [PoS] for reimbursable studies agreements requested by other utilities and organizations and capital related projects.
· Identify and document the minimum C&C requirements and interests, develop C&C plan-of-service [PoS] alternatives, document selected PoS on Project Requirements Diagram’s [PRD’s], creating back-of envelope [BoE] estimates, write the C&C portion of the Study Report and submit Estimate Request’s [ER’s].

· Understand and follow established processes and procedures including: PRD Guidelines, circulating PRD’s for review & comments, C&C BoE estimates creation and submitting ER’s
Knowledge of and skill in applying:
· Communication network operation concepts and methods;
· Communication network architecture principles and concepts
· Communication network operation, performance, planning
· Planning of communications, control and data systems for network transmission, network interconnections and customer service projects.
· Developing communications/control plans in conjunction with fulfilling transmission service requests.
· Developing options, evaluates and selects the preferred plan and makes recommendations for meeting communications/control system functional requirements.
· Identifying system requirements from problems or opportunities identified by others.
· Documents telecommunications decisions to lease or share operational circuits on Bonneville’s communications systems.
· Provides analysis and support for planning tools.
Specialized Skills/Experience:
Specific skills required to complete the above tasks include, at minimum of 5 years:
· Experience with developing plan’s-of-service for communication, control and data systems used to operate and control the power grid at large Electric Utilities
· Experience in developing cost estimates for communication items
· Experience in metering and telemetry requirements as related to interchange projects.
· Experience disseminating technical information in writing and orally
· Experience in communication requirements related to relaying and Remedial Action Schemes (RAS).
Highly qualifying criteria:
· Engineering degree preferably an Electrical or Electronic engineering degree.
· Experience in Electric Utility sector with an emphasis on C&C Planning or Electronic Design or Communications Maintenance or Technical Operations
· Knowledge of the NERC & WECC Planning Standards as they apply to the Protective Relaying, Metering, Special Protection Systems and communication systems
· Experience applying WECC “Communication System Performance Guide for Protective Relaying Systems.
· Knowledge of “Technical Requirements for Interconnection to the Transmission Grid”
