Environmental Engineer

About the Job

The Environmental Engineer will report to Occidental of Elk Hills, Inc.’s Environmental Team Lead. The selected candidate will work as part of a team of professionals with expertise in Health, Environmental, Safety and Security (HESS). Individual will be responsible for the development, implementation, management and quality assurance/quality control (QA/QC) of facility Health, Environment and Safety self-assessment programs. In addition, the individual will have air quality management responsibilities including: air quality permitting and Title V compliance for oil and gas exploration and production activities.

Primary job responsibilities include the following:

• Individual will be responsible for the development, implementation, management and QA/QC of facility self-assessment programs.
• Preparation of annual self-assessment reports for field and gas plant operations.
• Communication, analysis and tracking of Knowledge Management System (KMS) database HESS findings to ensure that corrective actions are closed on schedule.
• Coordinate facility inspections and conduct site inspections and/or observations to identify opportunities for improvement.
• Internal reviews and gap analysis of company programs, policies, procedures and guidelines.
• Responsible for New Source Review (NSR) and Title V air quality permitting for oil and gas operations.
• Preparation and submittal of annual reports, including annual emission inventory reports and Greenhouse Gas inventories.
• Natural Gas Star Program Lead, including preparation of air quality baseline inventory and producer reports, development of methane control strategies, analyzing annual report data and presenting externally on progress.

• Bachelor’s degree in technical field, preferably in engineering discipline or environmental science. Equivalent related degree will be considered.
• Minimum of 5 years experience in an environmental compliance role is required.
• Strong organizational, interpersonal and communications skills along with project management skills and a work process orientation.
• High level of computer skills.
• Working knowledge of California environmental regulations, EPA RMP, Title V Operating Permits, and experience in complying with San Joaquin Valley Air Pollution Control District requirements is preferred.

• Established participation with State Oil & Gas Associations’ environmental sub-committees.
• Knowledge of CalOSHA compliance requirements
• Excellent presentation and communication skills.
