Under the guidance of environmental managers, this position prepares and processes various types of environmental documents; conducts analysis of natural and social resources to determine the scope and effect of impacts created by agency actions; ensures the satisfaction of applicable regulations, policies and guidelines; serves as a contact, at the project level, for environmental matters internally and with external agencies, governments, tribes, and the public; and identifies and implements various project public involvement plans.
DUTIES & RESPONSIBILITIES:
Ø Serves as Environmental Protection Specialist to help plan and implement actions to attain necessary environmental clearances for routine and/or more complex customer and/or client proposals. Actions may include determining scope of proposal through contacting proponents, assisting in coordinating and contacting other agencies.
Ø Supports timely preparation and the adequacy, accuracy, and consistency of environmental reports and related decision documents, such as Environmental Assessments and Environmental Impact Statements.
Ø Supports preparation, processes, and reviews environmental assessments and environmental impact statements.
Ø Supports consistency with various laws, regulations, and guidelines related to the protection of natural and social resources (e.g. National Environmental Policy Act, Endangered Species Act; National Historic Preservation Act, and so forth).
Ø Conducts or arranges for field inventory services and impact analysis in support of Environmental Project Managers for small projects as well as large projects such as high voltage transmission line construction projects longer than 20 miles in length.
Ø Identifies and documents natural and social resource issues, analyzes impacts, and makes recommendation for mitigation in specific areas of technical expertise.
Ø Independently identifies needed tasks and works to recommend the resources necessary to successfully complete assigned projects. This often requires deviation from traditional methods and development of new methodology.
Ø Participates as required in public involvement meetings for assigned projects.
Ø Assists/leads/facilitates in-house and/or contractor teams to support projects.
KNOWLEDGE, SKILLS, ABILITIES:
Ø Requires Bachelor of Science in Environmental Planning/Physical Geography/Geology or similar natural science field. ENTRY LEVEL POSITION.
Ø The incumbent is normally assigned a variety of environmental compliance activities as either the project lead or as a staff member of a team on several projects simultaneously.
Ø The incumbent is expected to identify, analyze, and resolve conventional and complicated problems or situations associated with environmental compliance, enhancement, or mitigation.
Ø Carry out assigned tasks with a professional demeanor reflected in excellent written and oral communication skills, listening skills, patience, analytical reasoning and problem solving abilities
Ø Ability to meet timelines, milestones, deliverables and provide timely status updates as may be required
Ø Must have the ability to establish and maintain effective working relationships with other employees, managers, and the customer.
Ø Requires a working knowledge of, or the ability to quickly acquire a working knowledge of, related company policies and procedures.
Ø Position requires one to be self-motivated, self-disciplined, portray a positive attitude, and have an excellent attendance record.
Ø Must be able to obtain and maintain a government security clearance.
