II. DIMENSIONS:
This position is responsible for writing, coordinating and communicating environmental local, state, and federal permitting activities necessary to secure various operational and reclamation environmental permits for several mine areas, excluding exploration permitting. The position routinely interacts with Newmont employees including, among others, Engineering, Projects Group, Operations (Surface, Underground Mining, and Processing), and the environmental managers and staff. The position participates in various project development and meetings to gather information for the permitting process. He/she also interacts with agency representatives of Bureau of Land Management, US Forest Service, Corps of Engineers, US Fish and Wildlife Service, Environmental Protection Agency, Nevada Division of Environmental Protection, Nevada Department of Water Resources, and Nevada Department of Wildlife, under the Environmental manager's direction. The position includes writing/submitting for internal review: 5-year renewals of water pollution control permits and air quality permits, 3-year reclamation cost estimate updates for mine plans of operations, annual reclamation cost estimate reviews for mine plans of operation, permit modifications, and permit applications per year (Plans of Operations, Water Pollution Control Permits, etc) to support operations at Nevada mine sites. Also, associated with federal permit application is assistance with writing NEPA compliance (environmental assessment and impact statements).
III. PURPOSE:
The position coordinates the permitting of proposed actions utilizing the information received from clients to achieve approval for mine areas within the Nevada region and follows compliance with Nevada-wide environmental standards.
IV. ESSENTIAL DUTIES:
1. Acquire environmental operating permits and following implemented programs and policies that improve the planning and permitting process.
2. Provide written submittals to be scrutinized by the environmental review and approval process as mandated by federal law (NEPA) for operations on public lands and associated federal actions for subject operations.
3. Provide oral presentations of proposed actions to Newmont personnel for review and Agency personnel for approvals in both office and field settings.
4. Write reclamation permits for subject operations approvals.
5. Write support document responses in defense of permits that are appealed.
6. Assist in development of public and stakeholder communication plans regarding permitting projects at subject operations.
7. Calculate reclamation cost estimates that are consistent with methods selected to obtain uniformity throughout Nevada.
8. Assist in maintenance of systems to track and evaluate reclamation bond costs.
9. Participate in maintaining and improving relationships with state and federal regulators.
10. Hear sufficiently to distinguish various pitches of warning alarms. Hold and operate a telephone with sufficient voice and hearing to carry on a conversation for the purpose of communicating with federal, state and local authorities, upper management and peers, issuing directives and providing feedback. Able to operate a computer, including the ability to depress keys on keyboard and sufficient vision to see computer screen. Read, comprehend, interpret and learn Material Safety Data Sheets, environmental procedures and other environmental literature, labels on products, warning signs and numbers on monitors and gauges to prevent loss of personnel, property and process. Wear personal protective equipment including hard hat, steel toe shoes, safety glasses, respirators, earplugs, gloves or any other equipment to perform duties safely. Walk on broken, uneven, sometimes icy/muddy/snow-covered ground and operate a light vehicle including a pre-operational inspection, mounting and dismounting vehicle, pushing and pulling levers and knobs and turning the steering wheel.

V. WORKING CONDITIONS/REGULATORY REQUIREMENTS (A.D.A. for U.S.):
Job includes office and field work. Work can be at all mine locations and under virtually all conditions on and around mine sites and closure/reclamation project areas. Job requires routine travel to mine and reclamation project locations, regulatory agency offices, consultant offices, public meetings, and exploration areas. Frequent periods are spent standing or sitting in one location with limited opportunity to move about. Job execution requires computer use, telephone use, and motor vehicle operation.
VI. REQUIRED TECHNICAL SKILLS, TRAINING, AND EXPERIENCE:
Bachelors of Science in Natural Resource Management, Environmental Science, or Engineering, or related environmental compliance and/or operations experience are necessary. A minimum of 2 years experience in mining or environmental field and/or natural resource management is required. An ability to effectively communicate orally and in writing is required; publication and presentation skills are desirable. Experience and competence in multi-issue, problem identification and resolution is desirable. The ability to assess, assimilate, and interpret data is necessary.
- Bachelor's Degree in Environmental Science or related field and three years experience or six years equivalent experience.
