SUMMARY:
 
Mitsubishi UFJ Financial Group (MUFG) is one of the largest banking groups in the world.
UnionBanCal Corporation (UCB) represents the entirety of MUFG’s U.S. retail operations. The FRBSF’s MUFG Supervisory Team works closely with all U.S. regulators, including the OCC’s resident team at UB, and now has a position open to develop and implement our supervisory program including fluid assessments of risk and the RFI ratings at UBC and to coordinate our increasing collaboration with the OCC.   
 
This position is on the MUFG Team as its central point of contact for UBC.  A primary emphasis of the position will be to cover all aspects of Basel II implementation and the qualification process at UBC in collaboration with the 12th District Basel II Coordinator, the MUFG Team Risk Coordinators, the System Basel II Management Team and Qualification Teams, and other supervisors.  In addition, this position will be responsible for coordinating and overseeing inspections and targets at UBC and FRBSF’s participation on the OCC’s target examinations at UB.
 
RESPONSIBILITIES:
 
Contribute to the development and execution of the consolidated supervision program for MUFG by:
•      Coordinate FRBSF’s participation in OCC targets at UB.
•      Coordinate and oversee inspections and targets at UBC, including signing off on the report of inspection and target letters prior to issuance.
•       Monitoring qualification developments at UBC and UB through reviewing OCC assessments and workpapers, reviewing internal risk management reports, and regular interaction with key managers and the OCC’s resident team.
•       Keeping Federal Reserve stakeholders apprised of Basel II developments and developing qualification assessments.
•       Assisting in the development of supervisory strategies, MIS, and the Supervisory Plan and Risk Assessment, as well as the Report of Inspection.
•       Overseeing execution of the supervisory plan including examination and continuous monitoring activities related to Basel II (e.g., participating in supervisory activities, reviewing OCC qualification assessments, developing scope memos and conclusions). 
•       Identifying and communicating as appropriate specific areas of concern/focus and, where necessary, seek the guidance and technical expertise of risk specialists to evaluate the control environment and risk.
•       Completing documentation required by the System Basel II Management Team to capture qualification assessments, such as qualification summaries, workprograms, and quarterly reports.
•       Working collaboratively with other supervisory teams’ Basel II Coordinators, the Basel II Management and Qualification Team members, and technical experts to enhance the quality and consistency of our approach, facilitate the sharing of best practices, and identify emerging issues. 
•       Focusing significant attention on establishing inclusive working relationships with key functional supervisory constituents (e.g. OCC) to understand the risk profile at UBC and issues affecting Basel II qualification. 
•       Developing and enhancing relationships with UBC staff involved in Basel II implementation.
•       Providing candid feedback to examiners executing targets and other supervisory activities for the MUFG Supervisory Team.
 
QUALIFICATIONS:
 
•       An applicant for employment must be a U.S. Citizen, U.S. National, or hold a permanent resident/green card with intent to become a U.S. Citizen. 
•       Applicants must hold an examiner commission from a federal or state bank supervisory agency.

This is a San Francisco-based position subject to rotation after a term of 3-5 years.  Requirements include supervision experience and Bachelor’s degree or equivalent work experience.  Candidate should have exposure to a variety of examination disciplines with at least some experience examining risk management and capital adequacy at Large Financial (LFI) or Regional Banking Organizations.   Some travel required.
