Responsibilities
The Executive Director of APS programs in Nevada will lead, manage and direct three programs with responsibility for the overall performance of the State programs, including operations, financial performance and client relationship management. He/She will lead business strategy, client development and relationship management and drive opportunities for up-selling and program expansion. This Executive Director will be accountable for program efficiency and effectiveness and manages the Regional Service Center.

The Executive Director, Nevada Programs, will:



  • Assume full responsibility for the operational and financial performance of State programs. With full P&L accountability, develop, monitor and report revenue and expenditure projections and take timely action, as required, to control expenses and enhance revenue to achieve P&L goals. Track financial performance on a bi-weekly, monthly, quarterly and annual basis.
  • Plan, develop, lead, manage and direct State program operations, assuring that contractual obligations regarding service delivery are met on a timely basis. Assess and improve service delivery, productivity, and processes in coordination with corporate and local functions, such as clinical service delivery, human resources, technical support, performance metrics, quality assurance and support, as needed.
  • Provide staff leadership through effective hiring, performance management and development, mentoring, communication and motivational management. Lead by example.
  • Develop and institute staff plans and staff development to ensure quality in achieving contracted deliverables, including appropriate delegation, hiring, training, coaching/mentoring, staff performance evaluation, succession planning, project management, and addressing organizational re-structuring and termination, if necessary.
  • Lead business development efforts for the State, including client relationship management, expansion of existing programs and new business opportunities.
  • Leverage company resources and collaborate proactively with regional and corporate resources to develop and implement new business development strategies to assure program growth and organizational sustainability.
  • Respond to Requests for Proposals, up-selling and program expansion opportunities, drawing on regional and corporate resources, as required, to assure success.
  • Represent the company to external constituencies, including current and potential clients, service partners, and the business community, providing outreach in a manner that builds strong brand identity and the maintenance of strong customer relationships; manage public relations, media inquiries and other matters.
  • Communicate actively and effectively in a collaborative manner with clients, in order to secure appropriate internal and external resources to fulfill contractual requirements.
  • Stay well informed regarding health care issues and trends at the state, regional and national levels that impact company programs and the health care management sector.
    Assure alignment with organizational strategic goals regarding quality and cost-effectiveness.




Required Professional Skills and Leadership Experience



  • A minimum of seven years’ senior management experience with progressively increasing responsibility and a track record of successful leadership in the health care payer and/or services sector, including Medicaid, Medicare, health care service delivery, managed care, disease management, demand management or similar field.
  • Has held full accountability for managing P&L for a division, location/field operation, or cost center with budgets of $5 million or more and a span of control of at least 40 staff.
  • Has successfully led an organization through a significant transition or turnaround requiring excellent general management and people leadership skills.
  • Proven effectiveness in managing client relationship with state agency supervisors and/or commercial accounts, both clinical and administrative.
  • Current knowledge of health care financing and service delivery, particularly public sector programs, including State and Federal payer programs and regulations.
  • An understanding of health care financial and productivity measures and metrics, and a familiarity with HCIT trends and applications.
  • Effective oral and written communication skills, with the ability to relate to a variety of audiences and settings.
  • Experience in assessing and arraying staff talent and skills to achieve high performance.




Education/Credentials
A B.A. degree in Health Care Administration, Public Administration, Business Administration or other health care-related discipline is required; post graduate education in Health Care Administration, Public Health and/or M.B.A. is strongly preferred; Ph.D. with clinical licensure or other advanced professional degree or designation would be an asset.
