Corporate Security Manager/FSO
Job Summary:
Security Officer / Manager will perform all duties to ensure that the company abides by the terms of the Security Agreement(s) it has, with one or more US government customers, to safeguard classified information entrusted to it at its facility (home office and separate operating locations) under the terms of the National Industrial Security Program (NISP). This duty involves the oversight of security practices at company facilities and cooperation with the Department of Defense (Defense Security Service [DSS]) and other Cognizant Security Agencies (CSAs) in maintaining a viable security program.
Essential Duties and Responsibilities to maintain all aspects of the corporate industrial security program include the following: (Not listed in order of importance; other duties may be assigned)
· Serves as point-of-contact with CSAs
· Develops and maintains corporate-wide and/or contract specific security policy.
· Monitors security performance of cleared personnel and various managers assigned to classified contracts, and assists them in administering the company security program to ensure compliance with customer and NISPOM requirements.
· Screens and coordinates all requests for personnel (security and/or suitability) clearances with senior management to ensure legitimate government/industry needs are being met, and assists eligible candidates with clearance processing.
· Processes requests for new clearances, downgrading/upgrading, conversions, reinstatements, terminations, periodic reinvestigations, and visit authorization requests/cancellations.
· Maintains database of all clearance actions and monitors timelines for required periodic reinvestigations.
· Submits reports to CSAs, or the FBI, as appropriate.
· Participates in ongoing security education and awareness program for employees and consultants, to include initial/refresher/specialized briefings, and debriefings (as required).
· Reviews security procedures on a continuing basis and conducts formal self-inspections as directed.
· Physical security - maintaining all access control systems (badges, card readers, etc), security containers, and door locks, etc.
· Classified material control – material accountability, marking, and storage
· Computer security - system security controls, and physical security
· Communications Security (COMSEC) – accountability of COMSEC items, maintaining certified government accounts and crypto material at the appropriate classification levels

Education and/or Experience:
· Associates Degree required in Software Engineering, Computer Science, Business Administration or equivalent
· Defense Security Service (DSS) Facility Security Officer (FSO) certification
· 8 plus years working in field
· Equivalent combination of knowledge and specialized experience may be acceptable in lieu of a degree.
· Government contract may require person to possess proof of U.S. citizenship
· DoD Experience desired
Knowledge:
· Familiar with Joint Personnel Adjudication System (JPAS)
· Extensive knowledge of the National Industrial Security Program Operating Manual (NISPOM) (with emphasis on Chapter 8 requirements).
· Familiarity of NISPOM Supplement, the Director of Central Intelligence Directives (DCID's), DoD 5105.21-M-1, Joint DODIIS Standards and NSA CSS 3-16 helpful. Demonstrated ability to develop and maintain a corporate security program
· Knowledge of government computer security requirements
· Ability to perform system audits and implement auditing controls
· Substantial documentation and reporting background
· Knowledge of MS Office (Excel, Word, PowerPoint) necessary
· Capable of conveying complex information in a simplistic manner
· Abilities:
· Ability to organize, prioritize and meet deadlines
· Strong critical thinking and problem solving skills
· Strong self-starter requiring minimal supervision
· Able to take proactive measures to prevent problems rather than reactive by nature
· Strong verbal and written communication to effectively express concepts, plans, and proposals
· Clearance:
· Applicants may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
· This position requires a TS/SCI clearance
Supervisory Responsibilities: Direct supervision of designated security personnel.
