Director of Finance needed for a non-profit with a multi-million dollar budget in Randolph County. Bachelor’s degree in Accounting or Business Administration, CPA preferred.  Must have five-eight years of experience in a non profit organization with a strong fund accounting background. The Partnership is funded through multiple sources including United Way, foundation grants, government funding, corporate and individual gifts.   The Randolph County Partnership for Children is seeking a candidate who can provide leadership to our strong emphasis on fiscal accountability and planning. Candidate must have excellent communication, computer and organizational skills.

Position Title: Finance Director                                Classification: Exempt


 


Reports to:   Executive Director


 


Pay Grade:                 Grade 14                                 Effective Date: July, 2009


 


Job description: The Finance Director reports to the Executive Director and is responsible for the fiscal management of the Partnership and oversight of all contracts. This position supervises a part time accounting assistant.


 


Knowledge and Skills required: Bachelor degree required in accounting or related field. Must have a minimum of five -10 years of experience in a variety of settings with a background in fund accounting. CPA preferred. Excellent computer and organizational skills required.


 


Responsibilities-Finance


*        Preparation of all budgets and monthly treasurer’s report


*        Preparation of multi-year budgets and costs projections for organizational planning


*        Develops and oversees the implementation of costs allocation plans for in-house services


*        Prepares trend reports on expenditures for the Executive Director


*        Oversight of on-going expenditures and daily fiscal operations


*         Ensures all fiscal polices and procedures manuals are up to date.


*        Monitors all expenditures of agencies receiving funds from the Partnership, reviews monthly financial status reports and tracks spending patterns


*        Prepares all fiscal reports as required by regional accounting center and NCPC


*        Generates all fiscal reports e.g. trial balances etc.


*        Reconciles and oversees the endowment on a quarterly basis.


*        Acts as the fiscal liaison to the MAC site and NCPC fiscal and contracts staff. State auditors


*        Maintains all fiscal reports as required by funding sources


*        Ensures compliance with requirements of varying funding sources


*        Conducts an annual fiscal monitoring visit for every funded agency.


*        Ensures the accounting assistant is maintaining a property inventory of all equipment purchased by the partnership and funded partners.


*        Responsible for tracking and documenting all cash/in-kind contributions


*        Responsible for managing the investment of private funds and investments


*        Prepares for the annual audit


*        Provide staff support to the finance committee


*        Prepares other reports as necessary


 


Responsibilities-Contracts


*        Provides contract management services with all program subcontracts, including submission of necessary paperwork to NCPC,  More-at Four and other funders, contracts revisions, oversight of DSP expenditure reports and contract revisions.


*        Direct contact and technical assistance with grantees regarding fiscal reporting and/or corrections


*        Tracking and reporting on grantee activity and expenditures; attention to compliance to contract requirements


*        Maintains files on all contracts  and audits each DSP at least once a year


*        Prepares bidder packets and advertising for bid/vendor services


*        Ensures partnership is in compliance with all requirements for bidding


*        Supervises the accounting assistant who prepares contracts for health insurance program for child care centers, reviews monthly billing records, maintains supporting documentation, makes site visits if needed and and prepares p.o.


Specific responsibilities for accounting and grant functions for the CCR&R program


 


Responsibilities-Personnel


q  Maintains personnel files on each employee


q  Responsible for the administration of benefit program


q  Responsible for payroll and payroll records, and reconciliation of payroll on a quarterly basis etc.)


 


Responsibilities-Facility


*        Secures and oversees work of all contractors for services


*        Develops an overall written maintenance plan for the facility


*        Supervises the accounting assistant who handles all janitorial bids etc and oversees the work of the cleaning service.


 


Other special projects assigned based on the interest and expertise of the employee


 


 


Knowledge:  BA degree in Accounting, Business Administration- CPA preferred


Skills: Multiple skills required for this position, contracts, facility management, accounting, and budget development. General ledger, management of multiple of funds, advanced computer skills, including Excel and fund accounting software ( MIP)


 


Experience: Must have 5-10 years of experience in a variety of settings, including a non-profit setting and fund accounting. Excellent skills at the management of multiple tasks, and attention to detail.


Other:  Must have a valid NC driver’s license and a vechicle.
