Description:
The candidate will lead the F-35 Sustainment Performance Management Team in
directing the execution of the F-35 sustainment business to ensure contractual Compliance and Support of the F-35 contract performance requirements. The candidate will establish a consistent flow down of technical and management interfaces to support strategic decisions and future performance adjustments. The candidate will ensure that the Transition Planning supports a viable Autonomic Logistics Global Sustainment Operations (ALGSO) to achieve LRIP start-up success. The candidate will support the overall Integration between the ALGS team and Air System to ensure consistency and complete integration. The candidate is responsible for all aspects of performance management including, establishing Customer and Contract Metrics, the flowing down of metric allocation to industrial base suppliers and data Collection and Analysis of Field Performance. The candidate is also responsible for all Sustainment execution performance improvements including changes in industrial base contract performance standards, improvements in the performance metrics displays and presentation and interface with government program office and operational users to ensure accurate and comprehensive performance standards are established and disseminated. The candidate is responsible for Continuous Improvement of the contractual and supplier performance metrics and calculations. The candidate will be responsible for validating contract performance data measures and reporting and monitoring and evaluating metric performance allocations to suppliers and value stream teams. The candidate will lead the team in the collection and trend analysis of field performance data. The candidate will lead in managing the relationships with the customer and funding organizations. This also includes developing detailed technical analysis plans and schedules for accomplishing each task and for ensuring that the plans and schedules are followed. It further includes managing the tasks using Earned Value Management System (EVMS), Cost Performance Index (CPI), and Schedule Performance Index (SPI). The candidate will be the Cost Account Manager (CAM) for the team will be required to work closely with resources from partner companies on strategic and tactical activities. The candidate will provide the personnel and administrative leadership for the activities of a multidiscipline teams working across multiple organizations to accomplish the general goals of the task. The candidate will be a key interface with the F-35 Program office and frequently interface with contractor executive leadership team. Qualifications:
Proven and recognized major Air System sustainment knowledge and performance management strategies. Program / Project management skills, Sustainment Business Development knowledge to include proposal preparation, quote process experience, international sustainment and Integrated Logistics Support experience. Working knowledge in government budgeting process and ability to assess impacts to current budget baselines. Ability to assess and formulate sustainment performance metric strategies to execute sustainment operations. Experience in development activities with internal / external organizations and customers to identify performance management strategies that will impact performance metric requirements. Customer Support experience with a solid foundation in support planning performance trend analysis. Working knowledge of defining and calculating metrics and assessing completed data analysis. Working knowledge of management tools such as Earned Value Management System (EVMS), risk management, and sustainment performance management. Experience in successfully implementing Spectrum of Leadership competencies in leading teams. Ability to successfully interface with Government and contractor executive leadership. Demonstrate excellent communication and briefing skills.
