At this level the incumbent is a specialist in one or more areas of electrical engineering, and is often a consultant to management. The position is responsible for establishing the technical philosophy and objectives for electrical engineering programs with full technical responsibility for interpreting, organizing, executing, and coordinating assignments. He/she conceives, develops and evaluates plans and criteria for solving unusually complex electrical engineering problems, providing highly innovative solutions. Supervision received is essentially administrative, with assignments given in terms of broad objectives and limits.
The minimum position requirements are a BS and 15 years of relevant experience, or an MS and 12 years' experience. At this level a PhD would not be uncommon.
