About the Job

Purpose: The Energy and Transportation Science Division (ETSD) at the Oak Ridge National Laboratory (ORNL) is seeking applicants for the Emissions and Catalysis Research Group Leader position within the Fuels, Engines, and Emissions Research Center (FEERC). The Fuels, Engines and Emissions Research Center is a U.S. Department of Energy User Facility at ORNL that conducts multifaceted research on energy conversion technologies (primarily internal combustion engines). Our comprehensive capabilities include: engine and vehicle dynamometers, flow reactor engine exhaust simulators, unique diagnostic and analytical tools, and fuel cell characterization systems. This work is supported by a diverse set of government and private sponsors. The selected candidate would be responsible for the technical leadership, operation, and management of the Emissions and Catalysis Research Group (ECRG) and would report to the Director of the Energy and Transportation Science Division.

Major Duties/Responsibilities: The Emissions and Catalysis Research Group Leader is responsible for a research organization with more than 12 staff with an annual budget of over $10 million. The Group Leader will manage research and development efforts in the fields of catalyst science and emissions characterization; provide input to future capability development; attract, develop, and motivate diverse staff; provide leadership to develop, market, and support R&D programs; and lead staff performance in the completion of assigned tasks in support of the Laboratory agenda while ensuring the safe execution of all activities. Additionally, the Emissions and Catalysis Research Group Leader will work in partnership with the Laboratory’s program managers and support organizations.

The major duties and responsibilities of the position include, but are not limited to, the following:

• Develop and manage teams to deliver project-specific products and services in accordance with programmatic, business, or contractual requirements; team with the Fuels, Engines, and Emissions Research Center Director, Fuels and Engines Research Group Leader, ETSD Director, and other ETSD Group Leaders and Program Managers in strategic planning, program development, and execution;
• Establish goals and schedule resources required to meet the objectives of the ECRG;
• Forecast needs of the ECRG for staffing, equipment, facilities, etc;
• Establish long-range direction for current or proposed programs;
• Act in both a managerial and technical capacity in providing leadership for the ECRG;
• Promote and facilitate the execution and dissemination of high-quality research in the fields of catalysis and/or emissions characterization in a manner that encourages creativity and capability while demonstrating a strong commitment to scientific integrity;
• Collaborate with research staff across the Laboratory on advancing the scientific mission of the Laboratory;
• Select and retain highly qualified staff, develop capabilities of staff, and ensure that staff members are competent, trained, and qualified for assigned work;
• Provide effective and meaningful performance feedback to individual staff members while ensuring that staff are effectively utilized, rewarded, and motivated;
• Support the professional development of staff consistent with Laboratory and individual development plans;
• Prepare plans and budgets and manage assigned resources (people, equipment, facilities);
• Provide leadership in all areas of ES&H and full implementation of integrated safety management and ensure compliance with all applicable environmental, safety, health, and quality standards.

In addition, the successful candidate will be expected to carry out selected program management and program development assignments, such as:

• Develop, support, and lead successful programs that both leverage and further the mission of the organization in emissions mitigation and fuel cell characterization;
• Interact with relevant DOE program offices, other Federal agencies, universities, and industry to increase and sustain programmatic funding for the ECRG;
• Represent and promote ECRG research activities to sponsors and visitors as appropriate;
• Develop and maintain research programs and substantial programmatic funding.

Qualifications Required: The position requires:

• An advanced degree (MS/PhD.) in a technical field with 8-12 years of relevant technical experience in the fields of catalyst science and emissions characterization or other relevant technical areas;
• Dynamic leadership skills with the ability to plan, organize, and manage activities of a diverse organization within a major R&D division;
• Personnel management skills along with the ability to communicate effectively both verbally and in writing;
• Demonstrated leadership strengths and a commitment to a teaming environment;
• Knowledge of government laboratory business practices is a plus, specifically within the Department of Energy;
• Ability to interact with sponsors and lead proposal development;
• Identify and implement opportunities for economic development and technology transfer;
• Communicate and support strategies for the creation, protection, and use of intellectual property;
• Collaborate with other line and program managers across the Laboratory to assemble the best available project teams and technical resources for each program development activity;
• Ensure appropriate priorities are set and resources are allocated in proposal budgets for safety, programmatic and operational considerations, including waste disposal and project close out;
• Ability to increase programmatic funding of the group.

This position is located at the National Transportation Research Center (a joint facility of ORNL and the University of Tennessee) in Knoxville, Tennessee.
