Provides HR leadership at a plant location as an active member of the plant leadership team. Responsible for HR functions including staffing and retention. HR administration inclusive of maintaining personnel files, benefits, compensation and HRIS entry, health and safety, employee engagement, talent development and HR compliance for plant employees.


 


 


Requirements




  • Bachelors Degree in Business Management or Human Resources Management


  • Five Years of experience in a union environment & Union contract negotiation experience


  • Five to Seven Years of Plant level HR experience


  • Strong Leadership and communication skills

 Role & Responsibilities


 




  •  Insures employee personnel files and records are maintained in compliance with the law and Company requirements


  •  Assists department managers in determining present and future employee requirements.   


  • Administers layoff and recall procedures 


  • Interprets Company/Union Labor Agreement and the Pension and Insurance Agreements. Participates in preparation for, and negotiation of the labor agreement, pension and insurance agreements every three years.


  • Establishes and maintains harmonious relations between the bargaining unit and salaried employees. Meets weekly with the Union's Executive Board in an Agenda Meeting to discuss items of interest to the workforce.


  • Coordinates with Corporate Human Resources to administer benefits and compensation in accordance with Company policy and any applicable Collective Bargaining Agreement.


  • Adjudicates pre-grievance differences between hourly employees and management. Administers the Grievance procedure.


  • Investigates grievances and assists in their timely response as a result of Grievance Meetings.


  • Request and coordinates arbitration meetings and their scheduling.


  • Drafts policies and procedures governing employee welfare, discipline, attendance, etc. with guidance from Corporate, interprets OSHA policy and develops policies to insure their compliance.


  • Involved in employee discipline problems within the plant. Provides leadership to management team regarding discipline required and coaches managers and supervisors on techniques to administer such discipline inclusive of written format and verbal process of issuance. In the case of suspensions and terminations, actively participates and leads these conversations with employees involving the applicable supervisor and manager. The Plant HR manager ensures consistency regarding issuance of discipline as it relates to plant rules, policies, and procedures.


  • Continuously reviews, improves, and makes recommendations regarding plant rules, policies, and procedures as they apply to current plant culture and operating practices.


  • Provides counseling and guidance to salaried and hourly personnel in all employee relation matters including career counseling. Administers the Employee Assistance Program (EAP). Refers affected employees to programs for drug/alcohol abuse, spouse/child abuse, financial assistance, etc. as required.


  • Administers, at some locations, employee pension, insurance, Pre-tax Savings Plan (PSP), Thrift and Profit, educational assistance, service award, training and accident prevention for hourly employees.


  • Champions the plant safety team effort by assisting in Scheduling safety meetings with production managers and shift supervisors. Assists in safety training of employees  equipment to be used by plant personnel. Establishes safety rules for the plant. Maintains an awareness of all related Federal, State and Local regulations. Insures compliance with all Federal, State and Local regulations.


  • Responds to requests and investigations from inspectors from investigators from OSHA, Indiana Civil Rights Commission, Equal Employment Opportunity commission, etc. Responsible for development and maintenance of plant monthly safety training program which can be used by plant leadership in each group to train all plant employees consistently at regular monthly intervals.


  • Establishes policies and procedures to insure security of the plant and welfare of employees.


  • Represents the company at unemployment hearings.


  • Serves as administrator for the Maintenance Apprenticeship Committee.


  • Promotes, supports, and coordinates company sponsored employee recreational programs for hourly employees, and in some plants, salaried employees.


  • Administers Federal Equal Employment Opportunity Guidelines and Affirmative Action Plans. Prepares and submits required reports to corporate EEOC officer.


  • Consults with the Bureau of Employment Service to determine the availability of local labor. Serves as focal point for private employment services.


  • Maintains the food and vending service contract.


  • Maintains knowledge of new developments in the Human Resource Management area. Updates policies and procedures to reflect changes. Recommends changes and/or improvements to management.


  • Coordinates and consults with Corporate Human Resources Department for administration of corporate policies.


  • Coordinates and administrates training program specifically as it applies to manufacturing operators.


  • Participates in development and scheduling of ongoing training specifically directed at plant leadership.


  • Insures the consistent understanding and enforcement of company and plant policies and procedures across the plant operation.


  • Champions succession planning and career development strategic planning pertaining to the plant hourly and salaried staff as it relates to future goals and objectives.


  • Champions and ensures consistent enforcement of the plant employee attendance program as it relates to hourly employees, specifically including program structure, perfect attendance agreements and policies, and the continued review thereof to ensure that it is a viable and effective system.


  • Coordinates monthly employee round table meetings within the plant.


  • Regularly communicates with the plant leadership team and plant manager on any matters concerning the well-being of plant employees, making recommendations when possible for improvement.
